Memorial Day is a United States federal holiday that is observed on the last Monday of May (observed in 2008 on May 26). It was formerly known as Decoration Day. This holiday commemorates U.S. men and women who have died in military service to their country. It began first to honor Union soldiers who died during the American Civil War. After World War I, it was expanded to include those who died in any war or military action. Stories relating to Memorial Day are featured later in this posting, including President Bush’s proclamation and prayer for peace, and updates on a major reform to the G.I. Bill that has passed the U.S. Senate and U.S. House of Representatives.

A billboard off the U.S. Expressway 281 northbound frontage road near Canton Road heralds the planned construction of a 14-story, $150 million complex that will feature luxury condominiums, a hotel, restaurant, and other amenities known as the Sky View Las Palmas. Work is already underway at the site, which is located near the 1.2 million square-foot Shoppes at Rio Grande Valley, where construction there also is moving forward. Sky View Las Palmas, which proposes to create about 200,00-square-feet of retail space, would be the latest major boost to construction activities in the city. It is tentatively scheduled to be built in four phases, according to the Edinburg Economic Development Corporation, and be wrapped up in about two years.

El Dorado Tejas Kooks of Houston, shown here last summer participating in the annual Texas Cook ‘Em in Edinburg, are expected to be among dozens of teams competing for awards and $15,000 in cash prizes again this July 4, when the major event gets underway again at Edinburg Municipal Park. Ochoa, former Mayor Richard Garcia, and Gerry Pate, the leader of Hidalgo County Road Builders, the private coalition developing the loop system, agree it will have a major economic impact on the three-time All-America City. Key leaders of the Texas Border Coalition, welcomed here by Dr. Glenn A. Martínez, a member of the Edinburg Economic Development Corporation (featured bottom row, second from left), on Tuesday, April 15, in Edinburg spoke against federal government plans to build 2,000-mile border wall designed to stop terrorists from illegally crossing into the United States. Opponents against the wall say border security can be better enhanced with additional Border Patrol agents and high-technology detection systems. The wall, TBC leaders have contended, will hurt the border economies while doing little to stem the threat of terrorism. “It affects us very directly,” contended Martínez. “Many of us have a family members, friends, business relations across the border, and building a fence sends a message that we are breaking ties with them.” The international gathering, which included mayors from Mexican cities, will help spread the right image about border concerns, as well as favorably portray the local university. “It really shines a light on us and allows us to fulfill one of our functions as a major university – to project local knowledge to the world,” Martínez reflected on the event. The development of a world-class advanced manufacturing industry in the Rio South Texas Region is one step closer following the official opening on Thursday, April 11 of the Rapid Response Manufacturing Center (RRMC) at The University of Texas-Pan American. Former Hidalgo County Judge Ramón García takes his oath of office on Thursday, December 13, to become the newest member of the Hidalgo County Regional Mobility Authority, which met in Weslaco. “While I was county judge (2003-2006), I quickly realized that there are two very important issues that need to be addressed in this county: one was transportation, the other was drainage, not necessarily in that order,” he recalled. “To be able to serve on a board that I consider to be a meaningful board, I welcome that opportunity.” His oath of office was administered by Justice of the Peace Luis Garza of Mission. Rep. Juan García, III, D-Corpus Christi, featured center at the front podium of the House of Representatives last January in this file photo, is calling on a Texas to play a bigger role in deciding who the nominees will be for president. ” Last April I was part of an overwhelming majority of the State House of Representatives who voted to move our primary to the first Tuesday in February, giving Texans a say in who our next President will be,” García said. “However, the measure died in the Senate, with members arguing that the change would create a burden on election officials, who would have to conform to new dates (registration deadlines, sending new registration cards, filing dates for candidates, etc.), several of which would fall over the holidays.” García elaborates on his thoughts in his essay, featured later in this posting.

Sen. Juan “Chuy” Hinojosa, D-McAllen, featured here on Tuesday, November 27, after endorsing the reelection of Rep. Verónica Gonzáles, D-McAllen, has been appointed to the Joint Interim Committee on State Water Funding by Lt. Gov. David Dewhurst. The legislative committee will focus on key issues for state water funding for future planning projects. The committee was created as part of SB 3, a comprehensive statewide water bill that was passed during the last legislative session. Hinojosa said water will remain a top issue for Texas for many generations to come. “SB 3 was a key piece of legislation for the future of water use in Texas,” Hinojosa said. “I look forward to working with the committee on one of the state’s most important natural resources.” While it appears that Hinojosa may not draw an opponent for his Texas Senate seat, Gonzáles is facing a challenge from fellow McAllen attorney Javier Villalobos, who is seeking the Republican Party nomination. Two of the area’s more well-known political leaders, La Joya Mayor Billy Leo, featured left, and Rep. Aaron Peña, D-Edinburg, strike a pose for a portrait shot during the November 27 campaign kick-off of Rep. Verónica Gonzáles, D-McAllen. Although the two men share the Democratic Party designation, Leo favors the election of a Democrat to be Speaker of the House of Representatives in Austin in January 2009, while Peña has pledged his support to the incumbent Speaker of the House, Tom Craddick, a Republican from Midland. The Speaker of the House is arguably the most powerful position in the Texas Legislature, with the power of life and death over all measures considered in the 150-member House of Representatives. The speaker is elected every two years by the House members. Peña’s opponent for the March 4 Democratic Party primary nomination is Eddie Sáenz, also of Edinburg, who has promised to vote for a Democrat for Speaker if Sáenz defeats Peña. The University of Texas Health Science Center at San Antonio on Tuesday, October 30, held a formal ceremony to dedicate the Mario E. Ramírez, M.D., Library at the Regional Academic Health Center (RAHC) in Harlingen. Ramírez, who practiced family medicine in Starr County for 43 years, served on the UT System Board of Regents from 1989 to 1995. At its August meeting, the board approved a request by the Health Science Center to name the library for Ramírez. Edinburg Mayor Joe Ochoa and Mayor Pro Tem Alma Garza on Saturday, October 13, helped welcome Lacks furniture store back into the three-time All-America City during a ribbon-cutting ceremony held in front of the 46,000-square-foot showroom, located in the Fairhaven Subdivision, near the intersection of Canton Road and the U.S. Expressway 281 frontage road. “We have been out of Edinburg since November 2004, and we hated to leave Edinburg – it is a very special city,” said Lee Aaronson, president and chief executive officer of Lacks. “Our business has been in the Valley since 1935, and we had been in Edinburg for most of those years. But at one point, we realized that the store in Edinburg wasn’t as nice as the City of Edinburg, and we had to get another location that would be the kind of store that would befit this beautiful city. Rep. Aaron Peña, D-Edinburg, has announced his campaign kick-off, which is free and open to the public, for Thursday, November 8, at the ECHO Hotel, 1903 S. Closner Boulevard in Edinburg. The event will be held from 6 p.m. to 8 p.m. Peña, chairman of the House Criminal Jurisprudence Committee, is seeking his fourth two-year term as the representative for House District 40, which includes all but southwest Edinburg, La Joya and Sullivan City in western Hidalgo County, Edcouch, Elsa, La Villa, and San Carlos in eastern Hidalgo County, and northern Hidalgo County. Peña, an Edinburg attorney, is featuring in his campaign his slogan, “The experience to lead, the power to succeed.” He is facing Eddie Sáenz, an Edinburg civil engineer, for the March 4 Democratic Party primary nomination. There are no other announced candidates in that race so far.
