Projected to be 54,000 square feet in size, the proposed Edinburg Medical Conference Center would represent the latest cutting-edge medical resource for Doctors Hospital at Renaissance and for South Texas, according to DHR leader Alonzo Cantú. If plans for the center are successful, Edinburg could increase its chances of landing a proposed University of Texas System medical school, he predicted. "We would have the infrastructure in place, we would have the credibility, plus we would have doctors who are teaching at other hospitals who would see we do have the state-of-the-art equipment and technology," Cantú observed. "So, if a medical school was started, we would be ready to have some of the medical students training here."

Hidalgo County Judge J.D. Salinas, III (with Sen. Juan "Chuy" Hinojosa, D-McAllen, featured left) will present the 2009 State of the County Address on Tuesday, February 24, from 6 p.m. to 8:30 p.m. at the Knapp Medical Center Conference Center, located at 1401 E. 8th Street, one block west of the hospital. "This event is for us to come together to publicly evaluate where we’ve been as a community and where we are going," said Salinas. “No Boundaries” is the theme of this event, and Salinas will focus on efforts working together to improve the quality of life for all residents. Dinner will be served, and the event also includes a live auction to benefit the Hidalgo County Scholarship Program. This program was unveiled at last year’s State the County Address, and since, Hidalgo County has awarded four scholarships for up to six hours of tuition and fees to four employees and their dependents. The event is free and open to the public. However, seating is limited, so organizers are asking residents to arrive early to allow ample time for auction registration. Mayor Joe Ochoa, who earlier this year announced he would not be seeking reelection in May, on Tuesday, February 10, was honored by the Texas House of Representatives for leading Edinburg through an unprecedented period of economic development and improvements in the quality-of-life during his 13 years as one of South Texas’ most effective political leaders. The high praise was contained in House Concurrent Resolution 39, authored by Rep. Verónica Gonzáles, D-McAllen, whose House District 41 includes southwest Edinburg. The measure, which was approved unanimously by the 150-member House of Representatives, was publicly endorsed by Rep. Aaron Peña, D-Edinburg, whose House District 40 includes most of the three-time All-America City. Ochoa was credited for heavily influencing the city’s "dramatic growth and prosperity," noting that during his tenure as mayor, Edinburg has seen the number of all properties in Edinburg increase dramatically, from $500 million in assessed valuations when he first took office in 1993, to $3 billion today. Roland Arriola, Ph.D., president of the Texas Valley Communities Foundation, was one of 15 members appointed on Monday, February 16, by the University of Texas System Board of Regents to serve on a presidential search committee to advise regents on the selection of a president for UT-Pan American. Arriola, a former member of the Edinburg Economic Development Corporation, was selected because of his role as president of the UT-Pan American Alumni Association. The UT System appointed Charles A. Sorber as interim president last month. Sorber assumed the interim presidency on Monday, February 16. The advisory committee will be asked to present the names of no more than 10 candidates – unranked – to the board, which will make the final decision. Lucio paid tribute to the organization’s 2008-2009 King Luis Barrientos and Queen Eva Martínez, featured center, both representing Casa Del Mar in Brownsville. The 2007-2008 and 2008-2009 Royal Courts were also honored and included members from senior centers throughout the Rio Grande Valley. Amigos Del Valle is a consortium of county and city governmental entities working to provide nutrition, transportation and housing services to senior citizens of Cameron, Hidalgo and Willacy counties. Congratulations to Maureen F. McClain, associate director of Disability Services at The University of Texas-Pan American, who was recently appointed by Texas Gov. Rick Perry to the Governor’s Committee on People with Disabilities. McClain was one of five individuals in the state, whose terms will expire February 1, 2010, to be chosen for the committee that works to ensure Texans with disabilities may live their lives with integrity, independence and productivity. That’s why South Texas College is hosting a Cyber Security Workshop on Thursday, February 19 and Friday, February 20 at its Pecan Campus in McAllen. Several South Texas College students had the unique opportunity to meet recently with Texas lawmakers in Austin to share their views about higher education, as well as their hopes for current and future generations of Hidalgo and Starr county students. Karina Cerda, Darien Fernández, Miguel García, Lizette Muñoz, Cassandra Orozco, Ronald Tanamachi and Esther Ybarra, who are members of STC’s Student Government Association, represented the student body at Community College Day at the Texas State Capitol on Wednesday, February 4. Community College Day was sponsored and organized by the Texas Junior College Student Government Association. The students toured the capitol building, attended a rally and had the opportunity to network with students from across the state. The STC students, who were chaperoned by a delegation of STC administrators, met with: Sen. Judith Zaffirini, D-Laredo; Rep. Ismael "Kino" Flores, D-Palmview; Rep. Verónica Gonzáles; Rep. Ryan Guillen, D-Roma; Rep. Lois Kolkhorst, R-Brenham; Sen. Royce West, D-Dallas; and Rep. Fred Brown, R-Bryan. The meetings allowed students to share their experiences and expectations with lawmakers to help them understand the continually growing role community colleges play in the economic growth and vitality of the districts they serve. The Heart of America Carnival will be featured during that week; with a $5 "All-You-Can-Ride" special on February 26. State Farm Insurance Company on Thursday, January 29, awarded $50,000 to The University of Texas-Pan American toward a project to promote service learning and safety awareness among South Texas educators and students. The twofold initiative, titled Project SELS (Service Learning and Safety), will incorporate workshops and other communication tools to engage more faculty, teachers and students in service learning activities related to their studied disciplines as well as opportunities for State Farm agents to promote safety awareness practices to create safer neighborhoods in South Texas. Community leaders from the City of Edinburg, including the majority of the Edinburg City Council, will be in Austin on Tuesday, February 10 to observe Edinburg Day at the Capitol, according to Rep. Aaron Peña, D-Edinburg, featured center. The group will participate in legislative meetings with state leaders, visit with key lawmakers, and receive a special recognition in the House and Senate chambers. "Edinburg has much to be proud of and I am honored to once again host my hometown at our state Capitol," said Peña. Rep. Rubén Hinojosa, D-Mercedes, featured during a reception in October at Edinburg City Hall, on Wednesday, February 4, voted to approve the final version of legislation that will provide health care to 11 million children in modest-income families. The bill was immediately sent to President Obama, who signed the legislation into law late that Wednesday afternoon. The State Children’s Health Insurance Program (SCHIP) Reauthorization Act becomes the second bill that President Obama has signed into law since he became President. "We have a duty as a nation to protect those who cannot protect themselves. This SCHIP legislation does just that by providing health care to millions of children whose families otherwise would not be able to afford private insurance,” Hinojosa said. “It is simply unacceptable that America continues to be the world’s only developed nation that does not provide health care coverage to all children.” See story later in this posting.

Sen. Judith Zaffirini, D-Laredo, featured here with Dr. Francisco Cigarroa, M.D., the new chancellor of the University of Texas System, was recently appointed chair of the Senate Higher Education Committee, which will have jurisdiction over many major issues facing public universities, medical schools, law schools, and community colleges in Texas. That and other Senate committee appointments were made on Friday, January 30, by Lt. Gov. David Dewhurst. He reappointed her to the Senate Finance, Health and Human Services, and Administration committees and to the upgraded Economic Development Committee. "Because higher education issues are so important and timely, Lt. Gov. Dewhurst empowered us to address them more swiftly, efficiently, effectively and fairly," said Zaffirini. Her higher education committee will process legislation addressing pressing issues facing colleges and universities, including tuition deregulation, the top ten rule and the need for additional tier one universities. With Bucky the Bronco, the mascot for the University of Texas-Pan American, helping lead the cheers in June 2004, Dr. Blandina "Bambi" Cárdenas was welcomed during a public ceremony on her first day as president by Rodolfo Arévalo, Provost/Vice President for Academic Affairs. Citing health reasons, Cárdenas retired as president of one of the largest public universities in Texas effective Friday, January 30. Under her leadership, UT-Pan American continued its successful transformation into a research-oriented institution of higher education, with a top faculty and state-of-the-art facilities and resources. On Tuesday, January 27, Rep. Ismael "Kino" Flores, D-Palmview, said he would work closely with new UT System Chancellor Francisco Cigarroa to inform and involve South Texans on the appointment, deliberations, and actions of a presidential search advisory committee which will undertake a national search for a successor to Cárdenas. "We will make sure the public is fully informed on how these major steps are taken, and how people from all walks of life from South Texas can participate in selecting the new leadership of our great university," Flores said. Sorber, former president of UT-Permian Basin and former interim president of UT- Arlington, will serve as interim president of the University of Texas-Pan American effective February 23 while a national search begins for a permanent successor to former president Blandina "Bambi" Cárdenas, the UT System announced on Tuesday, January 27. “Dr. Sorber’s expertise and vast background have earned him a rock-solid reputation of service in a variety of administrative positions, and we are extremely fortunate to have him help guide UT-Pan American in this important time of transition," said David B. Prior, the UT System’s executive vice chancellor for academic affairs. "UT-Pan American is tremendously important to the region and to the UT System. We believe that the students, faculty and staff will enjoy getting to know Dr. Sorber as your combined efforts continue to move the institution to even greater distinction. The quick action by UT System administrators is crucial to maintaining stability at the university, said Sen. Juan "Chuy" Hinojosa, D-McAllen. Former McAllen Mayor Othal E. Brand Sr., featured left, was recognized on Monday, January 26, for his years of service to the community, and he was presented a proclamation from Mayor Richard Cortéz, on behalf of the city commission. In 1973, Brand was elected city commissioner and in 1977 was elected mayor, where he served continuously for 20 years until 1997. Through his leadership and vision, he was instrumental in establishing the McAllen Economic Development Corporation and the Boys & Girls Clubs of McAllen and planned for McAllen’s future by acquiring land for future growth. Brand served on numerous boards and committees both on the local and state levels. See story later in this posting.

Edinburg High School graduate Aurora Casas was already a member of the American Association of Retired Persons (AARP) when she started her college career at South Texas College. At the age of 58, she didn’t let a simple number keep her from her achieving her goals. “It was always my dream to be an office worker,” she said. “I would go to renew my driver’s license or to the bank and I would see the young ladies and gentlemen behind their desks; I always dreamt that I could be in their shoes one day. I wanted it to be me as the professional helping others.” But it took a pink slip to put her back on the college path. Prior to STC, she spent 30 of her years as a seamstress with Haggar Clothing Co. She took the job to help her family make ends meet, but ultimately wasn’t doing what she really hoped with her life. And in the end, the Haggar plant closed and her long-term commitment to her employer only earned her a pink slip. Now, the South Texas College alum Aurora Casas of Edinburg uses her college knowledge to help mature adults find work in a high-tech, fast-paced, global marketplace. See story later in this posting.

The Hidalgo County District Clerk’s Office on Thursday, January 22, presented a check totaling $2,500 to the Make-A-Wish Foundation as part of their Blues for Bucks Workplace Fundraising Campaign to benefit local charitable organizations. The program allows department staff to wear jeans every Friday in exchange for a $5 donation. “I am extremely proud of our staff for their support of the Make-A-Wish Foundation and their willingness to give back to their community. They are extremely elated to see their efforts going towards a cause that helps grant the wishes of children with life-threatening medical conditions,” said Hinojosa. Rep. Ismael "Kino" Flores, D-Palmview, featured at the podium during the fall 2005 dedication of the Rio Grande Valley State Veterans Cemetery in Mission – the first such state facility built by Texas – continues to work on behalf of Texas’ military veterans and their families. On Thursday, January 22, Flores filed a bill that would provide Texas veterans, who are physically- or mentally-disabled, as a result of military service, with as much as a 100 percent exemption on their home property taxes. "We are pleased that Rep. Flores has carried this extremely important initiative for veterans of this state. This bill is long overdue and we know that Kino has always taken a proactive approach to help veterans," said Emilio De Los Santos, the Veterans Services Director for Hidalgo County. "This bill not only will help veterans of the past, but also veterans of the Iraq and Afghanistan wars." Flores is a U.S. Army veteran. An identical measure, Senate Bill 469 by Sen. In an effort to recover local funds spent on federal levee rehabilitation, U.S. Congressman Rubén Hinojosa, D-Mercedes, featured left, on Thursday, January 22, introduced legislation that would enable the International Boundary and Water Commission (IBWC) to reimburse Hidalgo County for expenses incurred. Hinojosa and Hidalgo County Judge J.D. Salinas III, featured center, also met on January 22 with Sen. John Cornyn, R-Texas, featured right, to discuss the reimbursement initiative and voice their commitment to repairing the Valley’s levees. Dr. Blandina "Bambi" Cárdenas, featured left, on Tuesday, January 20, announced she was retiring at the end of the month as a result of health concerns. She was praised by two area legislators as an inspiration to the region. "I am saddened by the unfortunate, but understandable, retirement of President Cárdenas. She has been an inspiration to me and to countless other people, not only in the Valley, but throughout the state," said Rep. Ismael "Kino" Flores, D-Palmview. Sen. Juan "Chuy" Hinojosa, D-McAllen, also noted that "Dr. Cárdenas set a standard for academic excellence and continuous pursuit of self-realization and personal enrichment. During her tenure, Dr. Cárdenas led UT-Pan American’s efforts to further establish the university as a model institution of higher education, serving a highly diverse population and increasing the access to advanced degrees in South Texas." Dr. Alejo Salinas, Ph.D., of Edinburg, accepts ties, in the college’s school colors of green and purple, on behalf of his colleagues on the South Texas College Board of Trustees from students, staff, and administration for helping steer the two-county higher education system through a successful 2008. “Last year was a wonderful year for the college with big growth in enrollment, launching our second bachelor’s degree, and kicking off our 15th anniversary celebration, but one thing is clear – none of this would have been possible without the support of the hardest working board of trustees anywhere in Texas,” said Dr. Shirley A. Reed, STC president, also featured in this photograph. “Dr. Salinas is one of our biggest advocates and has been true to serving the interests of the constituents he represents. We thank him for the countless hours he spends safeguarding public funds and planning for the future of higher education in the Valley.” Salinas is superintendent emeritus for and a clinical lecturer at The University of Texas–Pan American, and former superintendent of Hidalgo I.S.D. He has served STC since 1996. Barack Obama came to the University of Texas-Pan American in late February, you could literally count on one hand the number of elected officials who endorsed the man who would be President – and three of them were from Edinburg. The University of Texas-Pan American has now made it easier for students to transfer from a two-year college to the University through the help of the newly opened UTPA Transfer Center. Texas Speaker of the House Joe Straus, R-San Antonio, featured right, will be in Weslaco on Thursday, January 22, as part of a major legislative tour coordinated by the Rio Grande Valley Partnership, according to Rep. Aaron Peña, D-Edinburg, featured left. Straus will be joined by dozens of other state lawmakers for the only scheduled visit into Hidalgo County, according to the tentative schedule that has been distributed to state senators and representatives by the Rio Grande Valley Partnership. The speaker and the legislators will meet for a reception with mayors of Hidalgo County at 7 p.m. at the home of Patti and Larry Dittburner at 2912 S. International Boulevard, according to Peña. Later in the week, the legislative delegation will primarily visit key points in Cameron County. The Rio Grande Valley Partnership is hosting the tour for dozens of legislators from across the state from Thursday, January 22 through Sunday, January 25. "Joe Straus is a good friend and I congratulate him on his unanimous election as our new speaker," said Peña. "We have been able to succeed in the past because of our willingness to work with members on both sides of the aisle. In these dire economic circumstances and with our state facing a grim budget outlook it becomes so much more important to put aside partisanship and do what is best for the state of Texas. Congressman Rubén Hinojosa, D-Mercedes, on Tuesday, January 6, was sworn into office for his 7th term by House Speaker Nancy Pelosi, D-San Francisco, in a ceremony at the U.S. Capitol, which marked the start of the 111th Congress. “We are beginning a new era of politics here in Washington, one where the needs of the American people will finally come first again,” Hinojosa said of the occasion. The new session marks Hinojosa’s 13th year as the U.S. Representative for the 15th Congressional District of Texas, which includes Edinburg, the largest population center. With Edinburg continuing to celebrate its centennial anniversary, neighboring San Juan is compiling a book for its own upcoming 100th birthday in 2010 – and the community, which dubs itself "The Spirit of the Valley", has its own connections to the three-time All-America City. "John Closner, one of the founders of Edinburg was also the founder and namesake of San Juan – “St. John” as deemed by his wife and citizens," said Myssie Cárdenas-Barajas, project specialist with the San Juan EDC, featured left with Miki McCarthy, standing, the organization’s executive director. Both Cárdenas-Barajas, a former staff member with the Edinburg Economic Development Corporation, and McCarthy have deep-rooted family ties to Edinburg. The University of Texas System Board of Regents on Friday, January 9, named Francisco G. Cigarroa, M.D., a highly-regarded transplant surgeon and president of the University of Texas Health Science Center – San Antonio, as chancellor of The University of Texas System. “Dr. Cigarroa’s impeccable credentials, superior administrative skills and unparalleled passion for medicine and academia make him an outstanding selection to lead our university system,” said Regents’ Chairman H. Scott Caven, Jr. “As president of the UT Health Science Center at San Antonio, he has time and again demonstrated great business acumen and unmatched leadership, and it is our belief that Dr. Cigarroa will apply those same traits to continue to guide this system on a successful path, setting new benchmarks for excellence along the way.” Cigarroa, 51, will begin his duties as chancellor on February 2. Thousands of Edinburg residents, including political, business, and community leaders featured in the background, showed up at the University of Texas-Pan American on Friday, February 22, to rally support for the presidential bid by Sen. Barack Obama, D-Illinois, featured center, shown greeting inspired UTPA students. Only a handful of Rio Grande Valley elected leaders showed up to support Obama, who was dueling with Sen. Hillary Clinton, D-New York, a South Texas favorite, for the Democratic Party presidential nomination. Mayor Joe Ochoa and Councilmember Gus García, Jr., along with Edinburg school board trustee Robert Peña, Jr., bucked conventional political wisdom and threw their public support behind Obama, who will be sworn into office on the front steps of the U.S. Capitol in Washington, D.C. on Tuesday, January 20.

Dr. Beverly Fridie, Ph.D., and her husband, Dr. David Fridie, II, DPM, from Edinburg shared their joy and pride with a Chicago Tribune newspaper distributor in the Windy City on Wednesday, November 5, following the historic election of Sen. Barack Obama, D-Illinois, and the first black president in the nation’s history. The Fridie family traveled to Illinois to be part of what they hoped would be a monumental transformation in U.S. politics. Mrs. Fridie, who along with her husband are longtime community and business leaders in Edinburg, recently reflected on their visit to Chicago to help rally support for Obama. "Weeks after David and I visited Grant Park in Chicago to see and hear Barack Obama’s victory speech, I still feel a since of elation, pride and joy to be present at the historical presidential announcement of the first African American president. Standing amongst millions of enthusiastic people of all ethnic backgrounds who were holding hangs, crying and chanting, "Yes we can” and “Change has come” was an experience, I will cherish for a lifetime. Not a day has passed since that night, November 4, that I have not reflected on that event. As grand as Barack Obama’s victory rally was portrayed in the media, it was certainly an ‘out of body’ experience in person. As we share our history with our future generations, I can say, “I was there” when the first African American was elected as our president of the United States."

Instead, a relative newcomer, Rep. Joe Straus, R-San Antonio, on Monday, January 5, said he has more than enough votes to be elected Speaker when the Texas Legislature returns to Austin on January 13 for its five-month regular session. The Speaker of the House, who has the power of life and death over all legislation, is elected every two years if he or she can secure 76 votes from fellow lawmakers. If Straus is able to hold on to his support until the official vote is taken, he will owe his election to House Democrats, including all the Valley state representatives, who represented the majority of the votes needed to become Speaker. Rick Perry, right, and former Mayor Richard García left, addressed a July 2 gathering at the University of Texas-Pan American to announce that a South American textile company will build a $180 million denim-manufacturing plant in Edinburg, which, when completed, will create 800 new jobs and pump millions of dollars into the local economy. In December, the city continued to receive some more good news, according to the Edinburg Economic Development Corporation, when Standard and Poor’s, one of the nation’s top three credit rating firms, gave a positive report about the health of the city’s economy, predicting it will continue to grow. Edwards Abstract and Title Company, headquartered in Edinburg, was recently recognized as the 2008 Affiliate of the Year by the Greater McAllen Association of Realtors (GMAR) during its Annual Installation Banquet, held at the McAllen Convention Center. More than 300 of the region’s leading real estate professionals attended the Saturday, November 22 banquet and the installation of the officers who will serve their terms during 2009. Roxanne Rydell-González, the outgoing GMAR president, announced the honor, which is bestowed upon a non-realtor member of the organization in appreciation for outstanding service and commitment to the organization during the past year. “The Greater McAllen Association of Realtors shines year after year because of the incredible volunteers and leadership that give of themselves and their time to face the challenges and tasks necessary to carry this great association forward and service buyers and sellers in the real estate industry,” said Rydell-González.
