The Texas Legislative Medal of Honor Committee has met and approved Private Pedro Cano of Edinburg as the posthumous recipient of the state’s highest military decoration. "I am pleased to report that the committee has made the formal selection of Pedro Cano to be the Legislative Medal of Honor recipient for the 81st legislative session," said Rep. Aaron Peña, D-Edinburg. "Pedro Cano’s heroism will always speak for him but the testimony given by our local veterans and the Cano family was instrumental in moving the committee’s formal nomination." Peña is the author of HCR 5 which would posthumously confer the Legislative Medal of Honor to the World War II hero. Members of the nominating committee are: Texas Adjutant General José Mayorga; Lt. Gov. David Dewhurst; Speaker of the House Joe Straus; Sen. Leticia Van De Putte, D-San Antonio, who is chair of the Senate Veterans Affairs and Military Installations Committee; and Rep. Frank Corte, R-San Antonio, who is chair of the House Defense & Veterans’ Affairs Committee. After review of testimony and evidence, Mayorga made the motion for the nomination of Pedro Cano. Cano was not the only candidate up for consideration at the hearing held on Friday, May 15. HCR 5 is a step away from being approved, with the Senate scheduled to hold a public hearing on the matter on Wednesday, May 20, with Sen. Juan "Chuy" Hinojosa, D-McAllen, serving as the Senate sponsor. Cano received the Distinguished Service Cross, the nation’s second highest military honor, for his heroism in WWII. Cano would be the second recipient from Edinburg to receive Texas’ highest military decoration. In 2007, Peña passed legislation posthumously conferring the Texas Legislative Medal of Honor to Freddy González, also of Edinburg. González was a Marine sergeant, killed in Vietnam, who was posthumously bestowed the Congressional Medal of Honor.

Sen. Eddie Lucio Jr., D-Brownsville, and Rep. Aaron Peña, D-Edinburg, recently greeted a Rio Grande Valley delegation of veterans visiting the Austin Capitol to voice support for their issues, including a Veterans Hospital in the area. "The federal government received a clear message from the Texas Legislature that the Rio Grande Valley needs a hospital for veterans of South Texas," said Peña. "I offer my sincere appreciation to those veterans who traveled to Austin to testify on this legislation and to Sen. Lucio for his work on this issue. Sen. Eddie Lucio Jr., D-Brownsville, recently honored participants of the Texas Vietnam Memorial Highway Motorcycle Run in Austin with a Senate Resolution honoring the yearly event and all Vietnam Veterans. Lucio presented Senate Resolution 863 that recognizes the Texas Vietnam Memorial Highway Motorcycle Run held annually in March to pay tribute to Vietnam Veterans and their return home. "When I returned stateside, I recall that our military flight plane was forced to divert from its intended airport in California to Washington state due to anti-war protests at the original site," said Daniel D. Piñeda of Mercedes, a combat veteran of the U.S. Army who served in Vietnam in 1969. "Once back home in the Valley, for the most part, I, like most other Vietnam veterans, was shunned by the general public. There were no expressions of ‘welcome home soldier’ or anything of the sort." Piñeda explained that the Texas Vietnam Memorial Highway Motorcycle Run "serves to help the Vietnam veterans who were never welcomed home decades ago, but rather, if you would, just swept under the rug. As we ride from town to town in Texas along U.S. Highway 83, we see people, complete strangers, lined up cheering, waving and shouting ‘welcome home.’ It’s the patriotic display of our nation’s people honoring its forgotten veterans." Hidalgo County Judge J.D. Salinas, III, featured left, accepts the "Leadership Award", bestowed by The Rio Grande Council, Boy Scouts of America, from his mentor, former Texas Comptroller John Sharp, who is accompanied by Ernesto Carballo, Scout Executive and CEO for the Rio Grande Council, Boy Scouts of America. The public ceremony was part of a fundraiser dinner for scouting in deep South Texas. The event, which was part of the scouts’ national Centennial Celebration, was held on Thursday, May 14, at The Club at Cimmaron. The successful gathering helped raise about $50,000 for Valley scouting efforts. The “Leadership Award” has been designated by the Rio Grande Council, BSA as an award to be presented to a civic, community, or business leader who has demonstrated patriotism, leadership, and service at a local, state, or national level. Sharp, who served as the keynote speaker, later said he said Valley hopes for a Veterans Administration Hospital would be greatly improved if Texas had at least one Democratic U.S. senator in Washington. Sharp is an announced Democratic candidate for U.S. Senate. U.S. Sen. Kay Bailey Hutchison, R-Texas, is expected to vacate her seat in the coming months in order to campaign for governor in the March 2010 Republican Party primary. South Texas College has honored the commitment to education in Starr County of founding board member Manuel Benavidez Jr., who passed away on Saturday, March 28, by naming the college’s new Starr County Campus Rural Technology Center in his honor. Benavidez, who represented Starr County on the STC Board of Trustees, is a past president of the board and served as secretary until his passing from terminal cancer. "He did a fine job for the college,” said Dr. Alejo Salinas Jr., STC board member from Edinburg. “The entire community owes him so much for his efforts to purse the best education possible for our students. He was elected to do the same job we were, but he took a tremendous lead in getting things accomplished for the college and making STC one of the best community colleges in the nation. He was a dear friend and deserving colleague.” See story later in this posting.

South Texans who are working on ways to help autistic children recently took their ideas to the Texas Capitol, including meeting with area legislators, to seek support for the creation of State Autism Resource and research Center. There are more than 5,000 South Texas children afflicted with autism, according to the Texas Health and Human Services, and that figure is projected to double by the year 2028. Autism is a developmental disability characterized by language impairment, deficits in communication and social interaction, and abnormal behavior, such as repetitive acts and excessive attachment to certain objects. Autism affects at least one in every 166 children nationally, according to the U.S. Centers for Disease Control and Prevention (CDC). Diagnostic rates are increasing 10 percent to 17 percent annually. The CDC estimates that every day, 66 children – nearly three per hour – are diagnosed with autism. Members of South Texas’ Autism Council for Educational Support and Scientific Studies (ACES3) and the RGV chapter of the Texas Council on Autism are featured on the steps on the Texas Capitol on February 26 with local senators. The RGV Branch of the National Association of Social Workers, more than 200 members strong, on Friday, March 27, named Hidalgo County Judge J.D. Salinas, III as the Public Elected Official of the Year. “From a social worker’s standpoint, he’s made a difference in the community,” said Rebecca Ramírez, NASW Texas Chapter RGV Branch Chair. “Our criteria are to honor somebody who stands up for the civil rights of those in need.” The group didn’t have a hard time choosing Salinas, Ramírez observed, adding that the judge’s compassion toward the uninsured and granting access to health care, his outcries against the border fence and his vested interest in “the little guy,” are readily apparent. Salinas was honored along with Tim Smith, Media Representative of the Year, for his work with Tim’s Coats; Public Citizen of the Year Amelia Molina; Social Work Student of the Year Eileen Palacios; and Social Worker of the Year Candice Guillen. “When you elected me to be your County Judge, I vowed to be there full time. And I am surprised today, because I am being honored for just doing my job," Salinas said. "But we have a team of professionals that work hard for you every day, so I accept the award for my staff and for the Commissioners’ Court. We serve full time for you."

Sergeant 1st Class Jeff Printy last July 22 marshaled in nine light-medium tactical vehicles deployed from San Antonio to the Standing Joint InterAgency Task Force headquarters located at the Army National Guard Armory in Weslaco. Texas military forces came to southern Texas in anticipation of heavy flood relief efforts caused by Hurricane Dolly. A bill introduced by Rep. Armando "Mando" Martínez, D-Weslaco, would allow the governor to designate the Mid-Valley Airport, which is located next to the armory, as the Valley headquarters for emergency responses to natural and man-made calamities. Edinburg City Councilmember Augustín "Gus" García, featured left, makes a point during the Wednesday, March 4 public meeting of the Edinburg Community Health/Medical Care Advisory Committee, whose members received an update on the activities and goals of the Regional Academic Health Center in Edinburg. The $20 million facility – its official designation is the Regional Academic Health Center (E-RAHC), Medical Research Division for The University of Texas Health Science Center at San Antonio – is capable of expanding in order to provide the first two years of a UT medical school, according to Sen. Juan "Chuy" Hinojosa, D-McAllen. Dr. Thomas J. Slaga, Ph.D., featured right, a world-renowned biomedical scientist, a Professor of Pharmacology, and the interim director of the Edinburg biomedical research campus, provided the group with a tour of the state-of-the-art facility. Dr. Francisco G. Cigarroa, chancellor of The University of Texas System, on Friday, March 13, visited The University of Texas-Pan American to talk with key members of the university, community leaders and elected officials about the future of higher education. Cigarroa’s visit was the first to the university since he was selected on February 10 as the 10th chancellor to lead the UT System, but he has been to the campus many times before. Equally important, Cigarroa is the first Hispanic in the nation to lead a major university system. Valley veterans on Saturday, March 14, began their walk from Edinburg to the Audie Murphy Veterans Administration Hospital in San Antonio as part of their ongoing efforts to increase public and political support for the creation of a VA Hospital in the Valley. This represents the second march in about four years, and the veterans’ efforts have resulted in several major improvements for the delivery of medical care to area veterans, but the construction of a VA Hospital remains the top prize. The University of Texas System Board of Regents on Tuesday, March 10, appointed Regent Janiece Longoria, formerly of Pharr, to the Board of Directors of The University of Texas Investment Management Company (UTIMCO). Longoria, a daughter of the late Sen. Raúl Longoria, D-Pharr, is a partner in a Houston law firm. She was appointed to the UT System Board of Regents in 2008. She succeeds former regent and UTIMCO board member Robert B. Rowling, who resigned last month. UTIMCO is a 501(c)(3) investment management corporation whose sole purpose is the management of investment assets under the fiduciary care of the Board of Regents of The University of Texas System. Created in March 1996, UTIMCO is the first external investment corporation formed by a public university system in the nation. It invests endowment and operating funds in excess of $18 billion. UTIMCO is governed by a nine-member Board of Directors. The UTIMCO Board of Directors includes three members of The University of Texas System Board of Regents, one member selected from a list provided by The Texas A&M University System Board of Regents, the Chancellor of The University of Texas System, and four outside investment professionals appointed by the UT System Board of Regents.

Sales for the premiere of The Red Queen are going very briskly, according to the film’s writer-director David Carren. "With time to spare before its performance at 5 p.m. and 7 p.m. on Sunday, March 22, tickets are going very well." Tickets for the charity showing of UTPA’s Summer Workshop Film were being sold at the Box Office of University Theatre Productions. "We were out of our stack of tickets by Thursday, March 12," Theatre Manager Elva Galván stated. "Carmike in Edinburg still has them. The management will open two theatres for each of the two showings if the demand is great enough." The special showing is a benefit, arranged by Carmike of Edinburg, for two non-profit organizations, the Children’s Miracle Network and the theatre television film unit of The University of Texas Pan American Communication Department. Carmike is located on Canton Road just west of Highway 281. The University Theatre Productions Office will be open at least part of each day during spring break. The Red Queen is an action-adventure film, approximately 110 minutes long. State Farm Insurance Company on Thursday, January 29, awarded $50,000 to The University of Texas-Pan American toward a project to promote service learning and safety awareness among South Texas educators and students. The twofold initiative, titled Project SELS (Service Learning and Safety), will incorporate workshops and other communication tools to engage more faculty, teachers and students in service learning activities related to their studied disciplines as well as opportunities for State Farm agents to promote safety awareness practices to create safer neighborhoods in South Texas. Area lawmakers, company officials, and university leaders were joined by Congressman Rubén Hinojosa, D-Mercedes, and Sen. Community leaders from the City of Edinburg, including the majority of the Edinburg City Council, will be in Austin on Tuesday, February 10 to observe Edinburg Day at the Capitol, according to Rep. Aaron Peña, D-Edinburg, featured center. The group will participate in legislative meetings with state leaders, visit with key lawmakers, and receive a special recognition in the House and Senate chambers. "Edinburg has much to be proud of and I am honored to once again host my hometown at our state Capitol," said Peña. "I want to thank those city leaders who will travel to Austin to help make this day a great success. It is important that other legislators hear about the great things happening in our community." Rep. Rubén Hinojosa, D-Mercedes, featured during a reception in October at Edinburg City Hall, on Wednesday, February 4, voted to approve the final version of legislation that will provide health care to 11 million children in modest-income families. The bill was immediately sent to President Obama, who signed the legislation into law late that Wednesday afternoon. The State Children’s Health Insurance Program (SCHIP) Reauthorization Act becomes the second bill that President Obama has signed into law since he became President. "We have a duty as a nation to protect those who cannot protect themselves. This SCHIP legislation does just that by providing health care to millions of children whose families otherwise would not be able to afford private insurance,” Hinojosa said. “It is simply unacceptable that America continues to be the world’s only developed nation that does not provide health care coverage to all children.” See story later in this posting.

Sen. Judith Zaffirini, D-Laredo, featured here with Dr. Francisco Cigarroa, M.D., the new chancellor of the University of Texas System, was recently appointed chair of the Senate Higher Education Committee, which will have jurisdiction over many major issues facing public universities, medical schools, law schools, and community colleges in Texas. That and other Senate committee appointments were made on Friday, January 30, by Lt. Gov. David Dewhurst. He reappointed her to the Senate Finance, Health and Human Services, and Administration committees and to the upgraded Economic Development Committee. "Because higher education issues are so important and timely, Lt. Gov. Dewhurst empowered us to address them more swiftly, efficiently, effectively and fairly," said Zaffirini. Her higher education committee will process legislation addressing pressing issues facing colleges and universities, including tuition deregulation, the top ten rule and the need for additional tier one universities. Edwards Abstract and Title Company, headquartered in Edinburg, was recently recognized as the 2008 Affiliate of the Year by the Greater McAllen Association of Realtors (GMAR) during its Annual Installation Banquet, held at the McAllen Convention Center. More than 300 of the region’s leading real estate professionals attended the Saturday, November 22 banquet and the installation of the officers who will serve their terms during 2009. Roxanne Rydell-González, the outgoing GMAR president, announced the honor, which is bestowed upon a non-realtor member of the organization in appreciation for outstanding service and commitment to the organization during the past year. “The Greater McAllen Association of Realtors shines year after year because of the incredible volunteers and leadership that give of themselves and their time to face the challenges and tasks necessary to carry this great association forward and service buyers and sellers in the real estate industry,” said Rydell-González.
