The field office, which is being run by the Texas Department of Rural Affairs, will provide key guidance as Rio Grande Valley communities invest recently-approved federal grants to pay for roads, power generators, and water and sewer systems damaged by Hurricane Dolly, which hit the Valley with winds of up to 100 miles per hour and caused widespread flooding, dumping 10 to 20 inches of rain in late July 2008. The Edinburg Chamber of Commerce is currently accepting applications for Leadership Edinburg Class XXII. Leadership Edinburg is a growing organization that strives to encourage a better Edinburg through strong leadership skills focusing on politics, education, and quality of life. It is a nine-month program which helps local business and civic leaders become involved in the community. More than 500 graduates have taken the challenge and completed each program of work. Graduates of Leadership Edinburg typically continue to apply what they learned and demonstrate it by showing interest in community involvement, including serving on committees and at times in politics. Class XXII will kick off its day-and-a-half retreat in September. Tuition is $400, with the deadline to submit an application in August. Arjun Sanga, J.D., on Tuesday, June 15, was named executive director of South Texas Technology Management, a regional technology transfer office that serves four University of Texas institutions (the UT Health Science Center at San Antonio, UT San Antonio (UTSA), UT Brownsville and UT-Pan American). “I am extremely excited about coming to this position,” Sanga said. “The UT Health Science Center at San Antonio has experienced exponential growth in research in the last five years and has recruited faculty stars from around the country. A Business Matchmaking Event hosted by the McAllen Chamber of Commerce and CANACINTRA Reynosa, in collaboration with the Mexican Consulate in McAllen, the McAllen Economic Development Corporation, and the University of Texas Small Business Development Center has been rescheduled for Thursday, July 1, at the McAllen Chamber Conference Room, 1200 Ash Avenue. The event is expected to provide members of both communities with opportunities that could result in new business relations and lead to sales increases as well as cost savings. Salinas, left, on Monday, January 1, 2007, took his oath of office from his mentor and friend, former Texas Comptroller of Public Accounts John Sharp. On Wednesday, June 16, Janie Cuellar Salinas was mourned by hundreds of family members and friends during a funeral mass at St. Joan of Arc Catholic Church in Weslaco following her unexpected passing in Ft. Worth on Saturday, June 12. Following her funeral Mass, Sharp credited her as being an equal partner with her husband in all aspects of their marriage. "Everybody who met Janie for five minutes knew her well. What you saw was what you got. She was enthusiastic, a wonderful person, a natural politician herself," Sharp remembered. "What a shock. Who would have thought that someone would have been taken at that age?" However, Sharp shared his faith that Janie Salinas is indeed in a better place. "She’s in good shape. We shouldn’t worry about her. We think we have a real good idea where she is at," Sharp said. "But I’m going to miss her, a lot of people are going to miss her, and J.D.’s going to miss her, especially." See lead story in this posting.

Efraín N. Martínez of Edinburg, featured left, reviews strategies for hurricane preparedness and recovery with Texas Land Commissioner Jerry Patterson on Monday, May 17, when both men appeared in McAllen at a public meeting of the House Select Committee on Emergency Preparedness. Patterson, a retired U.S. Marine whose state agency’s responsibilities include oil spill prevention and response programs, also said he favors reviewing all state funds to help come up with money to build a Veterans Administration Hospital in the Rio Grande Valley. Continuing to be an advocate of small business, the McAllen Hispanic Chamber of Commerce has become a satellite office to ACCIÓN Texas, a micro-loan lender for small business loans. ACCIÓN Texas is a statewide nonprofit organization dedicated to providing the essential tools needed to grow a small business: credit and training. Many lenders do not offer loans to entrepreneurs without traditional collateral or sufficient credit history. That’s where ACCIÓN Texas is different. ACCIÓN Texas makes loans to small business owners with limited access to traditional sources of credit. Residents may be eligible for a variety of business loans between $500 to $100,000 or may be able to take advantage of one of their new products, such as the SBA 504 loans, which are loans from $200,000 to $4 million for commercial property and long term assets. Rep. Armando “Mando” Martínez, D-Weslaco, featured left, during a Monday, May 17 legislative hearing in McAllen, asked Texas Land Commissioner Jerry Patterson (not shown in this photograph) what that statewide elected leader can do to help rally state legislative support for the construction of a Veterans Affairs Hospital in the Rio Grande Valley. Patterson is the chairman of the Texas Veterans Land Board, which works with the federal government on mutual construction projects involving Texas State Veterans Homes, which are skilled nursing homes exclusively for veterans. Martínez was a joint author of legislation in 2009 which put Proposition 8 on the statewide ballot last November. Proposition 8, which was passed overwhelmingly by Texas voters, for the first time authorizes the state government to invest resources and money into the construction, maintenance and operation of VA Hospitals statewide. Patterson pledged to support the region’s efforts to improve medical care for Valley veterans. “Whether we build something that is a VA Hospital or a VA medical center, or we contract with all the full-range of services at some location here in the Valley, the mission is to provide the care,” Patterson said. “Veterans should no longer have to travel to San Antonio. René A. Ramírez of Edinburg on Tuesday, November 3, took the oath of office given to him by his former employer, Sen. Juan “Chuy” Hinojosa, D-McAllen, to become the newest addition to the Hidalgo County family. Ramírez, 40, assumes the role of chief administrator for the sixth largest county in the state after Hidalgo County Judge J.D. Salinas III resigned the judgeship, after nearly three years of dedicated service, for an appointment in the Obama Administration. A packed house in the Hidalgo County Commissioners Courtroom in Edinburg showed up to witness the event, including his wife, Laura Guerra Ramírez, and their two daughters, Gabriela and Mía Carmen. On Thursday, October 29, Sen. Eddie Lucio, Jr., D-Brownsville, featured left, convened the first hearing of the Legislative Committee on Aging, which was established to study pertinent issues affecting the state’s aging population. "Our goal is to examine essential services, such as housing, transportation and health care specific to Texas’ aging population and determine how to better address those unmet needs," said Lucio, who was appointed chair of the committee by Lt. The Leadership Edinburg Class XXI has announced plans to hold on fundraiser on Saturday, November 21, from 8 a.m. to 1 p.m., as part of its efforts to promote strong leadership skills that focus on politics, education, and quality of life issues. René Gutiérrez, the new superintendent of the Edinburg school district, featured center, back row, on Thursday, September 24, was the keynote speaker before the Edinburg Chamber of Commerce Governmental Affairs Committee. Gutiérrez, who was selected superintendent by the Edinburg school board in June, addressed current topics being discussed within the school district including, but not limited to, new schools being built. Gutiérrez, a recent immigrant from Mexico and former migrant, attended McAllen schools and graduated from McAllen High School and then attended Texas Southmost College at Brownsville where he received an Associate Degree in Applied Science. He received a Bachelor in Business Administration (BBA) from Pan American at Brownsville; a Master of Education Degree from the University of Texas – Pan American; and a Doctoral Degree in Educational Leadership. His doctoral dissertation is entitled Factors Contributing to the Academic Achievement of Mexican-Origin Immigrant High School Students. The McAllen Chamber of Commerce invites everyone to participate in the 26th Annual Heart of the Valley Health Fair, set for Sunday, November 22, from 8 a.m. to 1:30 p.m., at the McAllen Convention Center. Through this yearly event, area residents are educated about the latest treatments, procedures, services and technology available in the Rio Grande Valley. Exhibitors at the health fair will offer free health screenings in cholesterol, diabetes, blood pressure, vision/glaucoma, dental, chiropractic and bone density as well as educational information. Chris McGill, featured right, who is president of The Combined Law Enforcement Associations of Texas (CLEAT), and Charley Wilkison, featured left, CLEAT’s public affairs director, on Friday, October 2, presented Sen. Eddie Lucio, Jr., D-Brownsville, with the organization’s Visionary Leader Award for his legislative work on behalf of Texas peace officers. The honor was bestowed during that organization’s convention, held in Laredo. The award was part of a ceremonial bill signing by Gov. Rick Perry of Lucio’s Senate Bill 872, which was approved by lawmakers last spring. SB 872 allows survivor families of law enforcement officers who are killed on duty to remain eligible for health insurance and at affordable rates. Rep. Houston Mayor Bill White, featured in this campaign portrait, is bringing his campaign for U.S. Senate to Edinburg on Friday, October 9, from 5 p.m. to 7 p.m. in the Fine Arts Auditorium at the University of Texas-Pan American. The event is free and open to the public. White, a Democrat, is one of a growing number of candidates seeking to replace U.S. Sen. Kay Bailey Hutchison, R-Texas, who is expected to resign her federal post in the coming weeks in order to file for the March 2010 Republican Party primary for governor. Former Texas Comptroller John Sharp, a Democrat, and Texas Railroad Commissioner Michael L. Williams, a Republican, are among the other high-profile candidates also seeking to succeed Hutchison. No date has been set for the election to replace Hutchison if she leaves her Senate seat later this fall, but Hutchison must decide by January 1, 2010 whether she will file for reelection to the U.S. Senate or file for governor.

South Texas College’s History Department and The University of Texas at Austin’s Center for Mexican American Studies have joined forces to produce a landmark symposium, “The Old Valley/New Valley: Analyzing the Past, Present, and Future of the Lower Rio Grande Valley.” The event brings scholars and experts from across the United States and Mexico to talk about Valley history, economics, culture, education, medicine and more. The symposium kicks off with a reception on the evening of Wednesday, November 4, with full days of panel discussions from Thursday, November 5 through Saturday, November 7. The Texas Legislative Medal of Honor Committee has met and approved Private Pedro Cano of Edinburg as the posthumous recipient of the state’s highest military decoration. "I am pleased to report that the committee has made the formal selection of Pedro Cano to be the Legislative Medal of Honor recipient for the 81st legislative session," said Rep. Aaron Peña, D-Edinburg. "Pedro Cano’s heroism will always speak for him but the testimony given by our local veterans and the Cano family was instrumental in moving the committee’s formal nomination." Peña is the author of HCR 5 which would posthumously confer the Legislative Medal of Honor to the World War II hero. Members of the nominating committee are: Texas Adjutant General José Mayorga; Lt. Gov. David Dewhurst; Speaker of the House Joe Straus; Sen. Leticia Van De Putte, D-San Antonio, who is chair of the Senate Veterans Affairs and Military Installations Committee; and Rep. Frank Corte, R-San Antonio, who is chair of the House Defense & Veterans’ Affairs Committee. After review of testimony and evidence, Mayorga made the motion for the nomination of Pedro Cano. Cano was not the only candidate up for consideration at the hearing held on Friday, May 15. HCR 5 is a step away from being approved, with the Senate scheduled to hold a public hearing on the matter on Wednesday, May 20, with Sen. Juan "Chuy" Hinojosa, D-McAllen, serving as the Senate sponsor. Cano received the Distinguished Service Cross, the nation’s second highest military honor, for his heroism in WWII. Cano would be the second recipient from Edinburg to receive Texas’ highest military decoration. In 2007, Peña passed legislation posthumously conferring the Texas Legislative Medal of Honor to Freddy González, also of Edinburg. González was a Marine sergeant, killed in Vietnam, who was posthumously bestowed the Congressional Medal of Honor.

Sen. Eddie Lucio Jr., D-Brownsville, recently honored participants of the Texas Vietnam Memorial Highway Motorcycle Run in Austin with a Senate Resolution honoring the yearly event and all Vietnam Veterans. Lucio presented Senate Resolution 863 that recognizes the Texas Vietnam Memorial Highway Motorcycle Run held annually in March to pay tribute to Vietnam Veterans and their return home. "When I returned stateside, I recall that our military flight plane was forced to divert from its intended airport in California to Washington state due to anti-war protests at the original site," said Daniel D. Piñeda of Mercedes, a combat veteran of the U.S. Army who served in Vietnam in 1969. "Once back home in the Valley, for the most part, I, like most other Vietnam veterans, was shunned by the general public. There were no expressions of ‘welcome home soldier’ or anything of the sort." Piñeda explained that the Texas Vietnam Memorial Highway Motorcycle Run "serves to help the Vietnam veterans who were never welcomed home decades ago, but rather, if you would, just swept under the rug. As we ride from town to town in Texas along U.S. Highway 83, we see people, complete strangers, lined up cheering, waving and shouting ‘welcome home.’ It’s the patriotic display of our nation’s people honoring its forgotten veterans." Hidalgo County Judge J.D. Salinas, III, featured left, accepts the "Leadership Award", bestowed by The Rio Grande Council, Boy Scouts of America, from his mentor, former Texas Comptroller John Sharp, who is accompanied by Ernesto Carballo, Scout Executive and CEO for the Rio Grande Council, Boy Scouts of America. The public ceremony was part of a fundraiser dinner for scouting in deep South Texas. The event, which was part of the scouts’ national Centennial Celebration, was held on Thursday, May 14, at The Club at Cimmaron. The successful gathering helped raise about $50,000 for Valley scouting efforts. The “Leadership Award” has been designated by the Rio Grande Council, BSA as an award to be presented to a civic, community, or business leader who has demonstrated patriotism, leadership, and service at a local, state, or national level. Sharp, who served as the keynote speaker, later said he said Valley hopes for a Veterans Administration Hospital would be greatly improved if Texas had at least one Democratic U.S. senator in Washington. Sharp is an announced Democratic candidate for U.S. Senate. U.S. Sen. Kay Bailey Hutchison, R-Texas, is expected to vacate her seat in the coming months in order to campaign for governor in the March 2010 Republican Party primary.
