Sen. Juan "Chuy" Hinojosa, D-McAllen, featured left, has announced that he will be soon be posting key dates on his legislative calendar that will allow his constituents to began shaping legislative priorities in the coming year that will result in bills being filed when the Texas Legislature returns to work in January 2011. "I will be busy working on interim committee assignments and reviewing state agency efficiency reports as a member of the Texas Sunset Commission," said Hinojosa. "We are just over a year away from the start of the 82nd Legislative Session, and already ideas for legislation are starting to trickle in to my office. My offices will be working hard to prepare for another successful session in 2011." The state representative campaign for Sergio Muñoz, Jr. (featured second from right) on Monday, December 21, drew big names and generous contributions from House District 36 constituents during a fundraiser held that evening at Balli’s Social & Event Center in Mission. Former Hidalgo County Judge Eloy Pulido, featured center, on Wednesday, December 23, announced his plan to seek a second four-year term as Hidalgo County Judge. Pulido, who served from 1998 to 2002, said his campaign will also incorporate a push to encourage Hidalgo County residents to fill out and return questionnaires they will soon be receiving from the U.S. Census Bureau in order to help generate millions of dollars in additional federal and state funding for a wide array of programs and projects in Hidalgo County. Pulido, who has family members who are well known in the area, said he will work with top musicians to get the word out at concerts and dances about the need for residents to participate in the census, which begins in a matter of weeks. Hidalgo County Precinct 2 Commissioner Héctor “Tito” Palacios, featured left, on Tuesday, December 22, unveiled plans and broke ground in San Juan for what will become the county’s first "green"-minded building, which promotes the protection of the environment. “Precinct 2 is committed to providing high-quality services to our residents, and having this building along with our other two community resource centers near where people live and work helps us to bring county government to the people. We are also working with the youth in our communities to educate them, get them ready for post-secondary education and the workforce. Having the energy of PSJA ISD next door will be good for everybody. I feel strongly that this is not just another building, but a commitment to learning and growing smartly,” said Commissioner Palacios. The Hidalgo County District Clerk staff, led by District Clerk Laura Hinojosa, featured front row to the right, helping hold up check, on Tuesday, December 22, presented a contribution of $2,500 to the Palm Valley Animal Center as part of their Blues for Bucks Workplace Fundraising Campaign to benefit local charitable organizations. The Palm Valley Animal Center is a private, non-profit, open-door animal welfare agency serving the needs of animals, pet owners and the community at large and is the only animal shelter serving Hidalgo County. “Our staff is pleased to be able to give back to the community through our workplace fundraising campaign. Although our staff contributions are small, we recognize their significant affect on many of the nonprofit organizations that rely solely on the local support of their community,” said Hinojosa. Former Hidalgo County Judge Ramón García celebrates with Dolly Elizondo, chair of the Hidalgo County Democratic Party, after García filed the legal paperwork to place his name on the March 2, 2010 ballot for Hidalgo County Judge. García, who was joined by numerous area mayors at the event, which was held in his law office in Edinburg on Tuesday, December 15, pledged to lead one of the state’s most important regions, noting the many contributions he made during his first successful term, and pledging to get the county government budget fiscally back on track. “Today, we are operating in a deficit,” said the prominent attorney and community leader. “I am proud of the fact that when I left the office over two and half years ago, we had an unprecedented budget surplus. Our county was in the best financial condition in its 153-year history. And I intend to see to it that we get the county back to a budget surplus position when I am elected. U.S. Army Sgt. Abram Camacho of Mission, featured left, who already has two tours of duty under his belt in Iraq and could be possibly be headed to Afghanistan later this spring, was welcomed home for the holidays by family, friends, and community leaders when he and his family flew in to McAllen on Saturday, December 12. Camacho, a graduate of La Joya High School who in 2003 answered his nation’s call to fight the scourge of terrorism stemming from the Middle East, arrived with his wife, Nora Lee – a former Valley resident and a graduate of Hutchison High School in Alaska – and their five-year-old daughter, Jackqueline Iriz, at 10:10 p.m. at McAllen Miller International Airport. Part of the welcoming delegation included Rosalba Hernández-Martínez with the office of Rep. Ismael “Kino” Flores, D-Palmview, and her husband, Rudy Edward Martínez, a former U.S. Marine. “As we get ready to celebrate this holy season in our nation, Sgt. Camacho’s visit back home serves as a reminder how blessed we are to have men and women of his high caliber – many from the Valley – protecting our lives and liberties,” said Flores, a former U.S. Army veteran. “He is a symbol of the thousands of South Texans who voluntarily place themselves in harm’s way to protect our precious way of life.” See story later in this posting.

South Texas College and the Pharr-San Juan-Alamo Independent School District are seeing stars from the Texas Higher Education Coordinating Board. That’s because the two institutions were named recipients of the THECB’s prestigious Star Award for 2009. The partnering pair received the honor for their work on the PSJA College, Career and Technology Academy, which offers students between the ages of 18 and 25 a chance to go back to high school and earn a diploma. Participants work to make up missing credits or focus on passing one or more sections of the state’s standardized test. They also begin work to earn college credit in the hope they will continue on to earn a certificate, or an associate’s or bachelor’s degree. René Gutiérrez, the new superintendent of the Edinburg school district, featured center, back row, on Thursday, September 24, was the keynote speaker before the Edinburg Chamber of Commerce Governmental Affairs Committee. Gutiérrez, who was selected superintendent by the Edinburg school board in June, addressed current topics being discussed within the school district including, but not limited to, new schools being built. Gutiérrez, a recent immigrant from Mexico and former migrant, attended McAllen schools and graduated from McAllen High School and then attended Texas Southmost College at Brownsville where he received an Associate Degree in Applied Science. He received a Bachelor in Business Administration (BBA) from Pan American at Brownsville; a Master of Education Degree from the University of Texas – Pan American; and a Doctoral Degree in Educational Leadership. His doctoral dissertation is entitled Factors Contributing to the Academic Achievement of Mexican-Origin Immigrant High School Students. The McAllen Chamber of Commerce invites everyone to participate in the 26th Annual Heart of the Valley Health Fair, set for Sunday, November 22, from 8 a.m. to 1:30 p.m., at the McAllen Convention Center. Through this yearly event, area residents are educated about the latest treatments, procedures, services and technology available in the Rio Grande Valley. Exhibitors at the health fair will offer free health screenings in cholesterol, diabetes, blood pressure, vision/glaucoma, dental, chiropractic and bone density as well as educational information. More than 6,000 Rio Grande Valley residents and Winter Texans usually participate in the services offered at the health fair. The health fair will also feature a children’s section, which promotes health and wellness in children. Contests will be held with door prizes being awarded to the best coloring contest participant in three different age categories and to the child who makes a Hole-In-One at the Miniature Golf contest. Chris McGill, featured right, who is president of The Combined Law Enforcement Associations of Texas (CLEAT), and Charley Wilkison, featured left, CLEAT’s public affairs director, on Friday, October 2, presented Sen. Eddie Lucio, Jr., D-Brownsville, with the organization’s Visionary Leader Award for his legislative work on behalf of Texas peace officers. The honor was bestowed during that organization’s convention, held in Laredo. The award was part of a ceremonial bill signing by Gov. Rick Perry of Lucio’s Senate Bill 872, which was approved by lawmakers last spring. SB 872 allows survivor families of law enforcement officers who are killed on duty to remain eligible for health insurance and at affordable rates. Rep. Houston Mayor Bill White, featured in this campaign portrait, is bringing his campaign for U.S. Senate to Edinburg on Friday, October 9, from 5 p.m. to 7 p.m. in the Fine Arts Auditorium at the University of Texas-Pan American. The event is free and open to the public. White, a Democrat, is one of a growing number of candidates seeking to replace U.S. Sen. Kay Bailey Hutchison, R-Texas, who is expected to resign her federal post in the coming weeks in order to file for the March 2010 Republican Party primary for governor. Former Texas Comptroller John Sharp, a Democrat, and Texas Railroad Commissioner Michael L. Williams, a Republican, are among the other high-profile candidates also seeking to succeed Hutchison. No date has been set for the election to replace Hutchison if she leaves her Senate seat later this fall, but Hutchison must decide by January 1, 2010 whether she will file for reelection to the U.S. Senate or file for governor.

South Texas College’s History Department and The University of Texas at Austin’s Center for Mexican American Studies have joined forces to produce a landmark symposium, “The Old Valley/New Valley: Analyzing the Past, Present, and Future of the Lower Rio Grande Valley.” The event brings scholars and experts from across the United States and Mexico to talk about Valley history, economics, culture, education, medicine and more. The symposium kicks off with a reception on the evening of Wednesday, November 4, with full days of panel discussions from Thursday, November 5 through Saturday, November 7. All activities take place at STC’s Pecan Campus Cooper Center, located at 3201 West Pecan Boulevard. in McAllen. Admission to all symposium events is free and open to the public. The Texas A&M Health Science Center (HSC) on Wednesday, September 23, launched the Biosecurity and Import Safety Initiative – a collection of service, research and educational activities designed to ensure the health of the Rio Grande Valley, a region at risk of infectious disease, environmental threats and natural disasters. “With the Rio Grande Valley and the Coastal Bend serving as two of the largest ports of entry for people and commerce, we have direct access to the people and data relevant to detecting threats to public health,” said Sen. Juan “Chuy” Hinojosa, D-McAllen. “The border is the front line for expanding our knowledge base as to specific risks and solutions for identifying, containing and treating the spread of communicable infections and viruses.” To help address complex biosecurity issues along the Texas-Mexico border, the Texas A&M Health Science Center was tasked by the 81st Texas Legislature with developing a Biosecurity and Import Safety Initiative headquartered in McAllen. The initiative is an integrated program that fosters training, education and enhanced environmental laboratory capacities in support of preparedness and increased local public health infrastructure. South Texas College’s History Department and Futuro McAllen, a citizens’ organization dedicated to quality-of-life issues in McAllen, are hosting a forum on Thursday, October 1, at 7 p.m. entitled An Introduction to Rail Mass Transportation in McAllen in the Rainbow Room of the STC’s Pecan Campus Library, located at 3201West Pecan Boulevard. The proposed track starts at McAllen Miller Airport, continuing north through downtown McAllen, then along Bicentennial Boulevard, with stops at half-mile intervals. Each stop forms a unique node of mid-rise developments where people can live, work, and play. These pedestrian-friendly nodes will drive vertical growth in the city, expand the tax base and create new opportunities for business, tourism, urban living, arts, and entertainment. The line extends to Edinburg, stopping at the County Courthouse complex and The University of Texas-Pan American, making it a very different type of commuter school. See story later in this posting.

Every year, Texas Monthly publishes much-anticipated reviews of some of the state’s best medical, legal, and community leaders, based on a strict and independent research process that identifies Texans who have attained a high degree of peer recognition and professional achievement. Dr. Larry Balli, one of the area’s most influential dentists, has long enjoyed a stellar reputation in Edinburg. Late last year, he was bestowed the coveted honor of "Super Dentist" by Texas Monthly, a major statewide magazine with a national following. Now comes news that his professional and civic contributions to the region have earned him praise from Gov. The laboratories at McAllen Heart Hospital and McAllen Medical Center were accredited by the College of American Pathologists (CAP) after site inspections on April 1 and May 1. Both laboratories received complimentary remarks by CAP inspectors on the quality of patient testing, documentation and organization. Hundreds of future South Texas College graduates, such as these featuring during this spring’s commencement exercise, will benefit from a major grant, to be dispersed over the next three years, for expanded development education programs. On Monday, June 22, STC leaders announced that the college has been named as one of 15 national recipients – and only four in Texas – of a new grant from the Bill & Melinda Gates Foundation and MDC, Inc. Together the groups are giving $16.5 million to community colleges across the nation, $743,000 of which will come directly to South Texas College. “At STC we are so happy to receive the funds because it will help us institute a change to the respective course contents in our developmental programs to create learning connections for students among the three developmental education disciplines through contextualization of the curriculum,” said Dr. Ali Esmaeili, dean of developmental studies for STC. “We plan to implement a robust case management student support framework to ensure a consistent and reliable contact experience for all of our developmental students.” See story later in this posting.
