As powerful special interest groups, wealthy lobbyists, political operatives, and literally thousands of other Texans from all walks of life descend upon the Texas Legislature during the next five months, the City of Edinburg and the Edinburg Economic Development Corporation will be presenting their own legislative wish list designed to improve the quality of life for its constituents. All three members of Edinburg’s state legislative delegation – including, featured here, from left: Rep. Verónica Gonzáles, D-McAllen, and Sen. Juan "Chuy" Hinojosa, D-McAllen – as well as Rep. Aaron Peña, R-Edinburg, are ready to help promote the city’s legislative agenda, which includes more than 40 measures. "As county seat, as a center of higher and public education, and as a growing leader in health care and economic development, Edinburg has been an effective player in the legislative process," said Hinojosa. "They know how to work with their legislative delegations, both in Austin and in Washington, D.C., they are well-respected by the state’s top legislative leadership, and they always come to the table well-prepared and ready to advocate for and protect their citizens’ best interests." Edinburg school district South Middle School math teacher, Jennifer Alaniz-López, featured center, was the recipient of a $2,000 Classroom Energy Innovation Grant sponsored by First Choice Power. The grant called for teachers to submit proposals concerning special energy-related projects in the classroom. "Teachers have the power to engage their students’ minds and imaginations, but because of budget shortages, it is often difficult for them to implement projects that require additional funds," said Brian Hayduk, president, First Choice Power. "This grant program allows teachers to provide something special for their students, making energy an exciting topic in the classroom." Also participating in the grant presentation were Sonia Guajardo-López, representing First Choice Power, and Anthony Garza, the principal of South Middle School.

Congressman Rubén Hinojosa, D-Mercedes, featured left, stands with UTPA President Robert S. Nelsen during a moment of silence in honor of the six people who were killed and several who were injured, including U.S. Rep. Gabrielle Giffords, in the January 8 shooting in Tucson, Arizona. Hinojosa held a press conference at UTPA on Wednesday, January 12 to address what measures Congress is taking in light of the incident. Hinojosa told a packed room inside the university’s International Trade and Technology building’s International Room that he would be meeting with the U.S. Marshals, FBI, as well as state and local law enforcement agencies to determine what security measures can be taken to ensure that constituents and others who attend public events he holds for them will be safe. Sen. Eddie Lucio, Jr., D-Brownsville, featured right, has filed two bills that address the intensification of drug violence in northern Mexico and its effects here in Texas. Lucio, who was at Edinburg City Hall on Monday, January 3 as part of the swearing-in ceremony for Hidalgo County Precinct 4 Commissioner Joseph Palacios, has filed Senate Bill 288, which would allow the state police to set up southbound checkpoints on roads leading to international bridges, and Senate Bill 289, which would outlaw the sale, use, manufacture, transportation and repair of "caltrops" – nails which are used to disable the tires of police cars in pursuit of criminals. Lucio said those two measures will be carried in the House of Representatives by Rep. Aaron Peña, R-Edinburg. The senator will be working with other Valley legislators and area leaders, including Palacios, on major measures designed to improve border security in the Valley. Featured, from left: Rep. Rep. Ismael "Kino" Flores, D-Palmview, flanked by leaders of local veterans’ groups, on Thursday, June 11, explained why he took on powerful legislative enemies in order to get his bill passed that will provide up to a 100 percent home property tax break for thousands of disabled veterans. "We veterans, we don’t leave anyone behind, and I wasn’t about to leave these veterans behind," Flores said during a press conference organized by the Veterans Alliance of the Rio Grande Valley. The group chose the Rio Grande Valley State Veterans Cemetery in Mission as the site for the news event, noting that Flores had also been the principal architect in bringing the state veterans cemetery to the Valley. Despite behind-the-scenes legislative opposition to his measure, Flores, a U.S. Army veteran, outmaneuvered his political rivals and passed the veterans’ home tax break. Flores praised Texas veterans groups for playing a key role in the measure’s hard-fought success. See lead story later in this posting.

Sen. Juan "Chuy" Hinojosa, D-McAllen, featured first on right, was rated as one of the best state lawmakers in Texas by Capitol Inside, a non-partisan web site news service has been a big hit with Republicans, Democrats and diehard independents as well since making its debut online in January 2003. At the conclusion of each legislative session, several political publications and websites name best and worst performers based on their service to their districts and the state. This year, Capitol Inside and political strategists Ted Delisi and Harold Cook compiled top ten lists, each naming Sen. Juan "Chuy" Hinojosa, D-McAllen, as one of Texas’ top ten legislators. Capitol Inside referred to Hinojosa as a veteran legislator that "just keeps getting better." The Delisi/Cook list noted Hinojosa’s ability to secure funding for District 20 projects, including highway infrastructure, and millions of dollars for health care delivery services. President Barack Obama lays a wreath at the Tomb of the Unknown Soldier during Memorial Day commemorations at Arlington National Cemetery in Arlington, Virginia, on Memorial Day, May 25. After being introduced by Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, the President told an audience gathered inside the Memorial Amphitheater that Arlington’s hallowed grounds contain the remains of, “presidents and privates, Supreme Court justices and slaves; generals familiar to history, and unknown soldiers known only to God.” See story later in this posting.

South Texas Health System, which was recently awarded a contract by the Veterans Administration to provide medical care and treatment to veterans in South Texas, will be holding an enrollment fair at Edinburg Regional Medical Center on Saturday, June 20, from 8 a.m. to noon. The Hidalgo County Veterans Services Office will be onsite with applications for health care benefits. Veterans will be required to complete an application (form 1010-EZ) and provide a copy of their DD214 (discharge papers) for enrollment. Edinburg Regional Medical Center, located at 1102 W. Trenton Road, is part of a network of Hidalgo County hospitals, including McAllen Medical Center, featured here recently, when it announced it was going to provide VA medical services at that location. Valley veterans and their families are invited to attend the June 20 event in Edinburg, where a variety of health screenings for the veterans and their families will be provided. Óscar Longoria Jr., featured second from right, was sworn in on Thursday, May 21, as the District 2 trustee for South Texas Community College. He succeeds Irene García, who last November had to resign her post at STC because she had been elected to the Mission school board, and state law prohibited her from holding both positions at the same time. Longoria, 27, is an attorney, and is the youngest person to serve on the STC Board of Trustees. In a special election in April, he defeated Graciela Farias and Connie Garza. Longoria, who is a resident of Mission and native of La Joya, represents the constituents of La Joya, western Mission, Palmview, Sullivan City, Penitas and western Alton. Ana De Luna, a collection specialist with the Hidalgo County District Clerk’s Office, on Wednesday, May 20, was honored with the Collector of the Year Award by the Government Collectors Association of Texas. This award is presented to the collector selected as having had the greatest impact on collections efforts for their respective city or county in the past year. The local county’s Collections Department also received the Excellence in Service Award, which is presented to programs selected for unselfishly providing assistance to others embodying the elements of dedication, commitment and service to the association and its membership. The association consists of professionals from across the state of Texas responsible for the collection of funds for the governmental entities for which they are employed and is devoted to the education, strategies, techniques and tools for judicial collections. Ms. De Luna is featured here with her colleagues, during a ceremony celebrating her award. “I feel very honored and privileged for having received such a prestigious award which reflects the collection efforts our county strives for. I am so thankful for the wonderful supervisory leadership I have and the support of my co-workers. It is through team work that we can achieve our goals,” said De Luna. She has been employed with the district clerk’s office since August 2007 and will continue serving in her capacity as a Collections Specialist.

Dr. Bin Fu, assistant professor in Department of Computer Science at The University of Texas-Pan American, has become the second faculty member on the Edinburg campus to receive the National Science Foundation’s most prestigious honor, the Faculty Early Career Development (CAREER) Award. The NSF accolade is presented to junior faculty members at CAREER-eligible organizations who exemplify the role of teacher-scholars through outstanding research, excellent education and the integration of education and research within the context of the mission of their organizations. Dr. Karen Lozano, mechanical engineering associate professor who holds the Julia Beecherl Professorship in Engineering at UTPA, won the honor in 2001. “The CAREER Award is a dream for many tenure track faculty members. Before receiving the confirmation from NSF, I did not even believe it would be true for me,” Fu said. “I hope this will encourage more junior faculty members at UTPA to join this national competition.” See story later in this posting.

The South Texas Transplant Center at McAllen Medical Center on Tuesday, April 7, held a public flag raising ceremony as part of “Flags Across America", a Donate Life America initiative which honors and celebrates the hundreds of thousands of donors and recipients whose lives have been affected by organ, eye and tissue donation. The Donate Life flag was officially raised by Micaela Ledezma, who after six years on dialysis, received a kidney from a cadaver and underwent a transplant procedure at the South Texas Transplant Center at McAllen Medical Center. With a healthy kidney, Ledezma has been able to live her life without dialysis. Featured with Ledezma is Joel Peña, System Director of Volunteer Services. Community leaders and residents of the Mid Valley communities, including Alamo, Donna, Mercedes, Progreso, Progreso Lakes, San Juan, and Weslaco, are featured in this portrait with Rep. Armando "Mando" Martínez, D-Weslaco (first row, third from left) and Sen. Late last week, House Bill 848 by Martínez, which would allow the governor to designate the Mid Valley Airport in Weslaco as the disaster relief headquarters for the Valley, was heard by a major House committee. Lucio also represents Weslaco in his senatorial district, and will be pressed into action by his constituents to rally support for the Weslaco airport measure, and get it passed out of the Senate as well. Weslaco Mayor Buddy de la Rosa, featured to Lucio’s left, has publicly endorsed the Weslaco airport legislation. Hidalgo County Precinct 1 Commissioner Sylvia Handy, shown here in early December 2008 successfully championing the extension of the proposed Hidalgo County Loop through her district, on Thursday, April 2, was named in a six-county indictment charging her, her spouse, Juan Gabriel Espronceda, 35, María De Los Ángeles Landa de Hernández, 27, and Eloisa Andrade Uriegas, 58, with harboring aliens for financial gain. An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless and until convicted through due process of law. Handy has said she is innocent. Following news of her indictment, Hidalgo County Judge J.D. Salinas III released the following statement: “Today, we became aware that Pct. 1 Commissioner Sylvia S. Handy and three others were arrested on the allegation of defrauding taxpayers for personal gain. We will withhold our own judgment, as this is an ongoing investigation and is in the hands of the court system. However, my office has been in contact with Commissioner Handy’s chief of staff to offer our help. Sen. Juan "Chuy" Hinojosa, D-McAllen, who serves as the vice-chair of the Senate Finance Committee, led the workgroup on that panel that developed state funding for general government, the judiciary, natural resources, and regulatory services. The Senate Finance Committee, which writes the Senate’s version of the two-year state budget, on Wednesday, April 1, approved a $182 billion budget, which would cover the period between September 1, 2009 and August 30, 2011. This biennial budget is a seven percent increase over 2008-2009, but nearly half that growth is attributable to federal stimulus money. Actual state spending grows only about two percent per year over the next biennium. See story later in this posting.

On September 8, 1993, Gov. Ann Richards appointed the founding South Texas Community College (now South Texas College) Board of Trustees, which included Manuel Benavidez, Jr., of La Grulla in Starr County, who passed away on Saturday, March 28. Sen. Judith Zaffirini, D-Laredo, whose district includes Starr County, expressed her condolences to his family and friends. "I am profoundly saddened by our loss of Manuel Benavidez, a champion of higher education, economic development and housing, and am among the countless South Texans who will miss him greatly," she said. "His legacy as a regent for South Texas College and the Starr County Housing Authority reflects his lifelong commitment to creating a brighter future for our families."
