Hidalgo County Judge René A. The federal agency wants to hire up to 2,000 employees through the Edinburg office, and another 2,000 employees out of its La Feria office, to help get the best possible census count in the four-county Rio Grande Valley. A more accurate Census count can translate into hundreds of millions of dollars in additional federal and state funding for area programs. Census Day is April 1. Census workers are needed both in advance of that date – and especially for the field work that will occur after April 1 to follow up on residents who did not submit their Census questionnaires. The types of jobs available include census takers, crew leaders, crew leader assistants, recruiting assistants, and census clerks. "Once every 10 years, local residents who work for the Census have the opportunity to directly improve the quality of life for all of us in the Valley, because every person they count for the Census means more money comes down from Washington, D.C. for every federal program that helps us in South Texas," said Ramírez. Armando "Mando" Martínez, D-Weslaco, which calls for tapping into two major state funds controlled by the Texas governor to help build a long sought-after Veterans Affairs Hospital in the Valley. After serving a collective 28 years on the McAllen Medical Center Board of Governors and later South Texas Health System, John Schrock, Sr., a former McAllen city commissioner, celebrates a legacy of successes as he settles into retirement. The three area leaders were part of a select group who met with the governor at the University of Texas-Pan American – a session which included discussions regarding the use of available state funds to help build a U.S. Veterans Affairs Hospital in the Valley. Both Perry, a Republican, and former Houston Mayor Bill White, a Democratic gubernatorial candidate who was visiting county leaders earlier that day at the Hidalgo County Courthouse, pledged support to push for the construction of a full-service VA Hospital for the four-county Rio Grande Valley. Gov. Rick Perry was joined at the podium on Tuesday, January 5 at the University of Texas-Pan American by (from left) Rep. Armando "Mando" Martínez, D-Weslaco, Sen. Juan "Chuy" Hinojosa, D-McAllen, and UTPA’s President Dr. Robert S. Nelsen as he announced the awarding of a $3.25 million Texas Emerging Technology Fund (TETF) Research Superiority Acquisition Award that will go toward helping the university hire top-notch researchers who will enhance the establishment of a world-class advanced manufacturing center. This monetary award is part of a larger pool of funding allocated by the state legislature this past year as part of the state’s efforts to invest in emerging technology and boost the economy with new jobs. The emerging technology funds will be matched by the university and private companies bringing the total UTPA investment to more than $9 million. The TETF awards, which were created to develop and diversify the Texas economy by expediting innovation and commercialization of research and bringing world-class researchers to the state, will go toward expanding the endeavors of UTPA’s Rapid Response Manufacturing Center (RRMC). The RRMC is a university center devoted to the research and talent development in rapid response manufacturing and has assisted more than 20 companies since April 2008. Emphasizing the importance of public education, state representative candidate Sergio Muñoz, Jr., D-Mission, featured right, on Friday, January 9, promised to file legislation to seek a $5,000 across-the-board annual state pay raise for the state’s public school classroom teachers. The average teacher salary in Texas continues to rank in the bottom half in the nation, more than $5,000 below the national average, according to state legislative findings. Muñoz, a Palmview Municipal Court Judge who credits his teachers for helping him earn his dream of a college education and law degree, also said he would fight hard in the Texas Legislature to protect the pensions and health insurance protections for retired educators and their spouses. He added he would work on making higher education more accessible and affordable and would assist and support more parental involvement with their children’s education. "One of the first bills I would file as a state lawmaker would be legislation that would boost teacher salaries by $2,500 per year beginning September 1, 2011, and then adding another $2,500 annual pay raise for teachers beginning September 1, 2012," said Muñoz. "Everything that is good for a person is made possible by the education they receive, and that means we must invest in keeping and attracting the best teachers." Muñoz said that the best interests of retired teachers also would be high on his priorities when the Texas Legislature returns to work in Austin in mid-January 2011. Sen. Former Hidalgo County Judge Eloy Pulido, featured center, on Wednesday, December 23, announced his plan to seek a second four-year term as Hidalgo County Judge. Pulido, who served from 1998 to 2002, said his campaign will also incorporate a push to encourage Hidalgo County residents to fill out and return questionnaires they will soon be receiving from the U.S. Census Bureau in order to help generate millions of dollars in additional federal and state funding for a wide array of programs and projects in Hidalgo County. Hidalgo County Precinct 2 Commissioner Héctor “Tito” Palacios, featured left, on Tuesday, December 22, unveiled plans and broke ground in San Juan for what will become the county’s first "green"-minded building, which promotes the protection of the environment. “Precinct 2 is committed to providing high-quality services to our residents, and having this building along with our other two community resource centers near where people live and work helps us to bring county government to the people. The Hidalgo County District Clerk staff, led by District Clerk Laura Hinojosa, featured front row to the right, helping hold up check, on Tuesday, December 22, presented a contribution of $2,500 to the Palm Valley Animal Center as part of their Blues for Bucks Workplace Fundraising Campaign to benefit local charitable organizations. The Palm Valley Animal Center is a private, non-profit, open-door animal welfare agency serving the needs of animals, pet owners and the community at large and is the only animal shelter serving Hidalgo County. “Our staff is pleased to be able to give back to the community through our workplace fundraising campaign. Although our staff contributions are small, we recognize their significant affect on many of the nonprofit organizations that rely solely on the local support of their community,” said Hinojosa. Former Hidalgo County Judge Ramón García celebrates with Dolly Elizondo, chair of the Hidalgo County Democratic Party, after García filed the legal paperwork to place his name on the March 2, 2010 ballot for Hidalgo County Judge. García, who was joined by numerous area mayors at the event, which was held in his law office in Edinburg on Tuesday, December 15, pledged to lead one of the state’s most important regions, noting the many contributions he made during his first successful term, and pledging to get the county government budget fiscally back on track. “Today, we are operating in a deficit,” said the prominent attorney and community leader. “I am proud of the fact that when I left the office over two and half years ago, we had an unprecedented budget surplus. Our county was in the best financial condition in its 153-year history. And I intend to see to it that we get the county back to a budget surplus position when I am elected. U.S. Army Sgt. Abram Camacho of Mission, featured left, who already has two tours of duty under his belt in Iraq and could be possibly be headed to Afghanistan later this spring, was welcomed home for the holidays by family, friends, and community leaders when he and his family flew in to McAllen on Saturday, December 12. Camacho, a graduate of La Joya High School who in 2003 answered his nation’s call to fight the scourge of terrorism stemming from the Middle East, arrived with his wife, Nora Lee – a former Valley resident and a graduate of Hutchison High School in Alaska – and their five-year-old daughter, Jackqueline Iriz, at 10:10 p.m. at McAllen Miller International Airport. Part of the welcoming delegation included Rosalba Hernández-Martínez with the office of Rep. Ismael “Kino” Flores, D-Palmview, and her husband, Rudy Edward Martínez, a former U.S. Marine. “As we get ready to celebrate this holy season in our nation, Sgt. Camacho’s visit back home serves as a reminder how blessed we are to have men and women of his high caliber – many from the Valley – protecting our lives and liberties,” said Flores, a former U.S. Army veteran. “He is a symbol of the thousands of South Texans who voluntarily place themselves in harm’s way to protect our precious way of life.” See story later in this posting.

South Texas College and the Pharr-San Juan-Alamo Independent School District are seeing stars from the Texas Higher Education Coordinating Board. That’s because the two institutions were named recipients of the THECB’s prestigious Star Award for 2009. The partnering pair received the honor for their work on the PSJA College, Career and Technology Academy, which offers students between the ages of 18 and 25 a chance to go back to high school and earn a diploma. Participants work to make up missing credits or focus on passing one or more sections of the state’s standardized test. They also begin work to earn college credit in the hope they will continue on to earn a certificate, or an associate’s or bachelor’s degree. Diana Delgado graduated from South Texas College with an Associates of Science in Paralegal in May 2008. But it wasn’t her intended career path. “I attended another college and started out in criminal justice, but I made the switch to STC and decided to try something else,” she explained. “I took some classes in office management and got interested in paralegal studies because I really wanted to work in the legal field.” Now she is putting her degree to use as a paralegal assistant for Pharr family law lawyer Damian Orozco. Delgado isn’t finished with higher education. “My dream is to go on and earn my bachelors and then attend law school,” she concluded. “I am looking into the requirements now and look forward to opening up that next chapter in my life.” See story later in this posting.

The Rio Grande Council, Boy Scouts of America, in late November recognized Dr. Shirley Reed, president of South Texas College, and the STC Board of Trustees at its annual dinner. The event celebrated the contributions of the leadership of STC to making the Rio Grande Valley a better place to live and work. Fr. Antonio “T.J.” Martínez, an Eagle Scout and Jesuit priest, was the guest speaker for the occasion. He touched on the importance of service and making a lasting impact on the lives of others. Reed was honored alongside STC Board Chair Mike Allen; Board Vice Chair Gary Gurwitz; and board members Roy De León; Dr. Alejo Salinas Jr., Óscar Longoria Jr., and Jesse Villarreal. “What a tremendous honor to be recognized by such a venerable institution standing for the best attributes of community caring and service,” said Reed. “But this award belongs to the real heroes at STC – our students. They are the ones making the courageous decision to put other obligations aside to secure a higher education, thus a chance at a brighter, more fulfilling future. They are the ones making an impact, changing families and showing others that anything is possible. Surrounded by family, friends and community supporters, Benavidez was sworn in by Starr County Judge Eloy Vera. Business associates and supporters helped mark the occasion by congratulating Benavidez on choosing to serve in public office. “When I drove into Rio Grande City for the event this afternoon and I saw all of the growth, it floored me,” said Bonnie González, chief executive officer of Workforce Solutions. “Every time I see it, it floors me. Sergio Muñoz, Jr. – a successful attorney, area municipal court judge, and South Texas native son – on Thursday, November 12, launched his campaign for state representative, House District 36, vowing to think big, fight hard, and open the corridors of power to people from all walks of life. On the eve of Veterans Day, Texas gubernatorial candidate Tom Schieffer – featured fourth from left – a Democrat from Fort Worth, told South Texans that he "will do everything" he can to persuade the federal government to build a Veterans Affairs Hospital in the Rio Grande Valley. His pledge to work towards bringing a VA Hospital to the Valley came as part of his latest visit to South Texas. Schieffer was in the three-time All-America City for a round of meetings with area political, business, and community leaders before capping off his visit with a fundraiser early Tuesday evening, November 10, at Edwards Abstract and Title Co., located at 3111 W. Freddy González Drive. "Such a facility is long overdue, and I will do everything I can to assure that Washington is listening. René A. Ramírez of Edinburg on Tuesday, November 3, took the oath of office given to him by his former employer, Sen. Juan “Chuy” Hinojosa, D-McAllen, to become the newest addition to the Hidalgo County family. Ramírez, 40, assumes the role of chief administrator for the sixth largest county in the state after Hidalgo County Judge J.D. Salinas III resigned the judgeship, after nearly three years of dedicated service, for an appointment in the Obama Administration. A packed house in the Hidalgo County Commissioners Courtroom in Edinburg showed up to witness the event, including his wife, Laura Guerra Ramírez, and their two daughters, Gabriela and Mía Carmen. Eddie Lucio, Jr., D-Brownsville, featured left, convened the first hearing of the Legislative Committee on Aging, which was established to study pertinent issues affecting the state’s aging population. The Leadership Edinburg Class XXI has announced plans to hold on fundraiser on Saturday, November 21, from 8 a.m. to 1 p.m., as part of its efforts to promote strong leadership skills that focus on politics, education, and quality of life issues. Rep. Armando "Mando" Martínez, D-Weslaco, featured center, welcomes two of the several hundred constituents who showed up to his reelection campaign kick-off in Weslaco on Wednesday, October 21, at the Best Western Palm Aire Motor Inn & Suites. "It’s all about what we have done in the Legislature as a team, because there is no ‘I’ in team," Martínez told the overflow audience at his rally. René A. Ramírez, the longtime chief-of-staff for Sen. Juan "Chuy" Hinojosa, D-McAllen, featured in this recent news portrait with his wife, Laura Guerra Ramírez, on Tuesday, October 27, was appointed by the Hidalgo County Commissioners Court as interim county judge, replacing Hidalgo County Judge J.D. Salinas, III, who resigned earlier that day in order to take a major federal appointment in north Texas. "My task is to carry out the priorities laid out in the budget by Judge Salinas and Commissioners Court, ensure our community sees no interruption in public services, and continue to advocate at the state and federal level for our fair share of investments in order to spur economic development, increased educational opportunities, and greater access to affordable health care," Ramírez pledged. He is scheduled to leave his state post as Hinojosa’s right-hand man in the coming days in order to prepare to take his oath of office as the administrative leader of the county government. Hinojosa spoke highly of Ramírez’ credentials and dedication to South Texas. "René has done an outstanding job working with me and with my legislative team, is well-respected by the legislative leadership in Austin, and has excellent working relations with people from all walks of life in South Texas," said Hinojosa. South Texas College President Shirley A. Reed, featured center, has been named the Pacesetter of the Year by District 4 of the National Council for Public Relations and Marketing. The college’s Office of Public Relations and Marketing also earned 10 District 4 Medallion Awards from NCMPR. Hundreds filed into the Fine Arts Auditorium on Tuesday, October 20 as The University of Texas-Pan American kicked off its sixth annual Distinguished Speakers Series with Steve Wozniak, featured right, co-founder of Apple Computer, Inc. and chief scientist for Fusion-IO. Wozniak is the first of four distinguished speakers invited to present at UTPA. He was greeted with a warm applause from the audience and an official welcome from Dr. Van Reidhead, Dean of the College of Social Behavioral sciences, and Dr. Timothy Mottet, Chair and professor of the Department of Communications, who was also moderator for the evening. “The goal of this series is to bring to campus speakers who not only are renowned for their accomplishments, but whose work is relevant to one or more of the academic programs offered here at UTPA,” said Reidhead.
