Mayor Richard García has joined 28 other border leaders in asking Congress to oppose President Trump’s “reckless policies regarding our U.S. Border and Mexico, our neighbor and trading partner,” according to a letter dated Tuesday, January 31, 2017. The Edinburg Mayor, along with Hidalgo County Judge Ramón García (no relation), Brownsville Mayor Antonio “Tony” Martínez, and Rio Grande City Mayor Joel Villarreal were among the elected and appointed officials who signed the correspondence. The group’s concerns revolve around the public statements and actions, through presidential executive orders, issued by Trump about the Border Wall, immigration policies, the North American Free Trade Agreement (NAFTA), and “border tax” on imports to the U.S. from Mexico. “The President’s recent executive actions and rhetoric threaten not only lasting damage to our country’s relationship with Mexico but severe economic consequences to Border communities and the United States as a whole,” contend the Edinburg Mayor and the other leaders. “We have much to lose as a nation with the approach that the President is taking and we urge you to stand up for our communities and economy in the face of this divisive and dangerous antagonism toward the Border and Mexico.” Executive Orders (EOs) are legally binding orders given by the President, acting as the head of the Executive Branch, to Federal Administrative Agencies. Executive Orders are generally used to direct federal agencies and officials in their execution of congressionally established laws or policies, according to ThisNation.com. House Bill 326, which would prohibit an employer from keeping any portion of a gratuity paid to or left for a tipped employee, has been filed by Rep. Terry Canales, D-Edinburg, as part of a series of proposals by Texas lawmakers designed to increase the minimum wage in Texas. HB 326 would benefit thousands of such employees whose hard work still leave them in poverty. “Every time a business is paid with a debit card or credit card, that firm must pay a fee for that financial service,” Canales explained. “But for waitpersons in restaurants – those professionals who provide excellent service and depend on gratuities to make a living – it is unfair if employers pay that fee from the worker’s tips.” In a related measure, Canales in 2015 voted for House Joint Resolution 26, which proposed an amendment to the Texas Constitution that would establish the minimum wage in Texas at $10.10 an hour, or the federal minimum wage, whichever is higher. House Joint Resolution 26 was defeated by Republicans in the House of Representatives on May 15, 2015. However, for the current five-month legislative session, which began in early January 2017, similar measures have been filed. According to the Center for Public Policy Priorities (CPPP), if legislation to increase the minimum wage is approved by the Texas Legislature later this spring and not vetoed by Gov. Greg Abbott, more than 67,000 workers in Hidalgo County, or about 43.1 percent of the labor force, would get a pay increase, Canales noted.

On Monday, December 12, 2016, Mayor Richard García (no relation to the county judge) presented UTRGV leaders a check for $1 million from the City of Edinburg as part of Edinburg’s agreement to also help support the School of Medicine in Edinburg.

In December 2016, Edinburg reached the largest number of full-time employees for the year – 36,850 – according to the Texas Workforce Commission, and the city registered the second-best unemployment rate in the Valley for that month, the Edinburg Economic Development Corporation has announced. Edinburg’s unemployment rate for December 2016 came in at 5.1 percent, edged only by McAllen’s 4.9 percent unemployment rate, and ahead of Harlingen, which posted a 5.8 percent unemployment rate for that period. Those three cities were the only Valley communities with December 2016 figures under six percent unemployment. Also according to the Texas Workforce Commission, which on Friday, January 20, 2017 released the latest data on jobs in the state, Edinburg saw a growth of more than 1,000 jobs when comparing employment in December 2016 with December 2015. The Texas Workforce Commission reported there were 36,850 people employed in Edinburg during the month of December 2016. That performance represents an increase of 1,072 jobs in Edinburg when comparing the employment figures for December 2016 (36,850) and December 2015 (35,778). Local leaders are making final preparations for the 49th Annual Fiesta Edinburg, presented by the Edinburg Chamber of Commerce, which will also serve to showcase H-E-B Park, which is the latest in a growing number of impressive entertainment venues in the city, the Edinburg Economic Development Corporation has announced. H-E-B Park is a $16.8+ million sports and entertainment outdoor complex that features a 9,700 seat capacity soccer-specific stadium, a park with a playground, an amphitheater with a capacity of 2,000 individuals, and lighted parking. On Tuesday, December 20, 2016, Fiesta Edinburg officials announced the four-day event – set for Thursday, February 23, 2017 through Sunday, February 26, 2017 – would be moving to a new location, the H-E-B Park, located at 1616 S. Raul Longoria Rd. in Edinburg. In previous years, the popular fiesta was held at the Edinburg Municipal Park. “We are excited about the new venue and we know our festival fans are going to love it as well,” said Letty González, President of the Edinburg Chamber of Commerce. “The facilities are state-of-the-art and this is going to create a statement environment like no other. The amphitheater is going to be electric.” The Edinburg EDC is one of the major sponsors for Fiesta Edinburg 2017. Janiece Longoria may soon be joining fellow attorney Ernest Aliseda of McAllen as a current UT System regent with deep roots in the Rio Grande Valley. Aliseda was appointed to a six-year term on the nine-member UT System Board of Regents by Gov. Rick Perry in February 2013. Longoria is a daughter of the late Sen. Raúl Longoria, D-Pharr, who was a civil rights activist in the Texas Legislature, both in the House of Representatives and then in the Senate, where he represented Hidalgo County. As the Texas Legislature, Congress and President Trump begin the early days of their respective sessions and administration, the Board of Directors of the Edinburg Economic Development Corporation will meet at noon on Tuesday, January 24, 2017 to continue building their efforts to promote the Edinburg Mayor’s and Edinburg City Council’s priorities at the state and federal levels. As part of their agenda for the meeting, which will be held in the Council Chamber of Edinburg City Hall, Edinburg EDC board members also will have about a dozen items to review, including two matters set for possible action that deal with state and federal lawmakers. In open session, the Edinburg EDC Board of Directors are scheduled to discuss and consider authorizing the executive director to renew the lease agreement with Rep. Terry Canales, D-Edinburg, who through the Texas House of Representatives, maintains his House District 40 office in the city’s downtown. In executive session, where under state law the EEDC Board of Directors and its staff meet are allowed to meet behind closed doors in a conference room located behind the Council Chamber, officials will deliberate authorizing the executive director to enter into an interlocal agreement with the City of Edinburg regarding legislative services conducted by Holland & Knight of Washington, D.C. Almost $210 million in construction, not including value of building activities at the University of Texas Rio Grande Valley and School of Medicine, took place in Edinburg in 2016, the Edinburg Economic Development Corporation has announced. New single-family homes and multi-family residences (duplexes to apartments) led the way in 2016, with building permits issued for a combined total of $128,328,117 in the value of their construction. That figure is more than double the $62,284,040 combined value of single-family homes and multi-family residences approved for construction in 2015. In 2016, building permits were issued for 478 single-family residences, valued at $62,768,702 compared with 340 single family residences, valued at $47,969,918 in 2015. Also in 2016, building permits were issued for 267 multi-family residences, representing 1,o21 units, valued at $65,559,415, compared with 63 multi-family residences, representing 197 units, valued at $14,314,122 in 2015. For the month of December 2016, according to the city’s Code Enforcement Department, 41 single-family residences, valued at $6,182,305 were approved for construction, compared with 33 single-family residences, valued at $4,317,674, during the same month in 2015. Combined, building permits in 2016 were issued for work valued at $209,189,249, compared with $139,559,411 in 2015. The top construction projects in Edinburg for December 2016, not including the value of the land, are: $800,000 – Dr. Jerry Alvarado, 2823 Puente De Paz St., Villa Las Fuentes Ph. 1 Subdivision; $750,000 – R&N Properties, 1814 E. Iowa Rd., Poco Bueno Subdivision; $425,000 – Chris Ryan Homes & Investments, LLC, 2508 Hampton, Bentley Estates Subdivision; and $400,000 – Provecho LP, 2111 W. University Dr., Wendy’s University Subdivision. The Edinburg EDC, whose Executive Director is Agustín García, Jr., is the jobs-creation arm of the Edinburg Mayor and Edinburg City Council. With their full support, the mayor and city council members authorized the city manager to enter into an Interlocal Cooperation Contract between the city and university that will allow UTRGV to manage the Community Bike Share Program. “The City of Edinburg and UTRGV have been working on a Community Bike Share Program that will serve both the university community and the residents and visitors of Edinburg,” said Assistant City Manager Sonia Marroquín. “A bike share system can provide improved, safer bicycle and pedestrian commuting and recreational opportunities. This program will have a positive impact on community wellness by encouraging exercise and replacing some automobile trips with bicycle trips.” The Edinburg Economic Development Corporation is scheduled to pay for half of the total, two-year contract, which will not exceed $68,400, effective January 3, 2017 and ending on January 2, 2019. Additional measures have been filed by state lawmakers that would prevent Texas governments from approving certain types of contracts whose payments are allowed to be kept secret, said Rep. Terry Canales, D-Edinburg, a strong supporter of the people’s right to know, who has already introduced similar legislation that will promote transparency in government. Rep. Giovanni Capriglione, R-Southlake, and Sen. Kirk Watson, D-Austin, on Tuesday, January 3, 2016, each introduced two pieces of identical legislation, representing four individual bills, to close loopholes in the Texas Public Information Act that were created by recent Texas Supreme Court rulings. A key portion of the Capriglione/Watson proposals share the intent of Canales’ House Bill 349, which would require local governments in Texas to reveal the amount of public funds paid in part or in whole for parades, concerts, or other events open to the general public. Canales drafted his HB 349 following growing concern about a stand taken by McAllen city government that it is prevented in disclosing the fee it paid to Enrique Iglesias, one of the best-selling Latin recording artists in the world, who was the star attraction for a December 5, 2015 concert, held at McAllen Veterans Memorial Stadium, as part of McAllen Holiday Parade organized by the City of McAllen.

Ongoing strategies to remain a center of legislative influence on behalf of its constituents will be considered on Tuesday, January 3, 2017 by the Edinburg Mayor and Edinburg City Council, which is scheduled to take action on two cost-sharing measures designed to keep the House District 15 congressional office in the city and to continue with the services of a federal liaison team in Washington, D.C., the Edinburg Economic Development Corporation has announced. Among the items set on the City Council agenda for its first regular meeting of 2017 are efforts to cover half of the lease for the district office of Congressman Vicente González, D-McAllen, and for the city and the Edinburg EDC to split the costs for Holland & Knight, LLP, located in Washington, D.C, which is serving as the legislative liaison for the two local government entities.
