Every year, Texas Monthly publishes much-anticipated reviews of some of the state’s best medical, legal, and community leaders, based on a strict and independent research process that identifies Texans who have attained a high degree of peer recognition and professional achievement. Dr. Larry Balli, one of the area’s most influential dentists, has long enjoyed a stellar reputation in Edinburg. Late last year, he was bestowed the coveted honor of "Super Dentist" by Texas Monthly, a major statewide magazine with a national following. Now comes news that his professional and civic contributions to the region have earned him praise from Gov. Rick Perry and the Texas Legislature, which have approved a legislative resolution publicly recognizing him for his efforts in the Lone Star State. See lead story later in this posting.

As the veto period came to a close on Sunday, June 21, Sen. Juan "Chuy" Hinojosa, D-McAllen, featured here during a McAllen Chamber of Commerce legislative update on Wednesday, June 17, announced final approval of 59 measures that he authored or sponsored. Hinojosa’s legislative package includes bills on transportation, natural resources, criminal justice, infrastructure, and health care issues, benefitting South Texas and the entire state. SOCIALIFE News Magazine, the five-year-old creation of South Texas entrepreneur Pepe Cabeza de Vaca, featured here with Rep. Verónica Gonzáles, D-McAllen, has been honored by the Texas House of Representatives for its vital role of promoting a positive image of the Rio Grande Valley and by helping charitable organizations in the state and nation. The honor, contained in House Resolution 2283 filed by Rep. Verónica Gonzáles, D-McAllen, was unanimously approved by House of Representatives on May 25. See story later in this posting.

The laboratories at McAllen Heart Hospital and McAllen Medical Center were accredited by the College of American Pathologists (CAP) after site inspections on April 1 and May 1. Both laboratories received complimentary remarks by CAP inspectors on the quality of patient testing, documentation and organization. The laboratories also received exemplary marks on their standard of laboratory practices. Hundreds of future South Texas College graduates, such as these featuring during this spring’s commencement exercise, will benefit from a major grant, to be dispersed over the next three years, for expanded development education programs. On Monday, June 22, STC leaders announced that the college has been named as one of 15 national recipients – and only four in Texas – of a new grant from the Bill & Melinda Gates Foundation and MDC, Inc. Together the groups are giving $16.5 million to community colleges across the nation, $743,000 of which will come directly to South Texas College. “At STC we are so happy to receive the funds because it will help us institute a change to the respective course contents in our developmental programs to create learning connections for students among the three developmental education disciplines through contextualization of the curriculum,” said Dr. Ali Esmaeili, dean of developmental studies for STC. “We plan to implement a robust case management student support framework to ensure a consistent and reliable contact experience for all of our developmental students.” See story later in this posting.

Hidalgo County Precinct 1 Commissioner Sylvia Handy, shown here in early December 2008 successfully championing the extension of the proposed Hidalgo County Loop through her district, on Thursday, April 2, was named in a six-county indictment charging her, her spouse, Juan Gabriel Espronceda, 35, María De Los Ángeles Landa de Hernández, 27, and Eloisa Andrade Uriegas, 58, with harboring aliens for financial gain. An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless and until convicted through due process of law. Handy has said she is innocent. Following news of her indictment, Hidalgo County Judge J.D. Salinas III released the following statement: “Today, we became aware that Pct. 1 Commissioner Sylvia S. Handy and three others were arrested on the allegation of defrauding taxpayers for personal gain. We will withhold our own judgment, as this is an ongoing investigation and is in the hands of the court system. However, my office has been in contact with Commissioner Handy’s chief of staff to offer our help. Sen. Juan "Chuy" Hinojosa, D-McAllen, who serves as the vice-chair of the Senate Finance Committee, led the workgroup on that panel that developed state funding for general government, the judiciary, natural resources, and regulatory services. The Senate Finance Committee, which writes the Senate’s version of the two-year state budget, on Wednesday, April 1, approved a $182 billion budget, which would cover the period between September 1, 2009 and August 30, 2011. This biennial budget is a seven percent increase over 2008-2009, but nearly half that growth is attributable to federal stimulus money. Actual state spending grows only about two percent per year over the next biennium. See story later in this posting.

On September 8, 1993, Gov. Ann Richards appointed the founding South Texas Community College (now South Texas College) Board of Trustees, which included Manuel Benavidez, Jr., of La Grulla in Starr County, who passed away on Saturday, March 28. Sen. Judith Zaffirini, D-Laredo, whose district includes Starr County, expressed her condolences to his family and friends. "I am profoundly saddened by our loss of Manuel Benavidez, a champion of higher education, economic development and housing, and am among the countless South Texans who will miss him greatly," she said. "His legacy as a regent for South Texas College and the Starr County Housing Authority reflects his lifelong commitment to creating a brighter future for our families." Rep. Armando "Mando" Martínez, D-Weslaco, and Sen. Eddie Lucio, Jr., D-Brownsville, recently welcomed the 2008-09 Leadership Mid Valley class, which visited the Capitol to gain further insight into the workings of state government. Leadership Mid Valley provides opportunities for developing leadership skills and increasing knowledge of vital public issues. Edwards Abstract and Title Company, headquartered in Edinburg, was recently recognized as the 2008 Affiliate of the Year by the Greater McAllen Association of Realtors (GMAR) during its Annual Installation Banquet, held at the McAllen Convention Center. More than 300 of the region’s leading real estate professionals attended the Saturday, November 22 banquet and the installation of the officers who will serve their terms during 2009. Roxanne Rydell-González, the outgoing GMAR president, announced the honor, which is bestowed upon a non-realtor member of the organization in appreciation for outstanding service and commitment to the organization during the past year. “The Greater McAllen Association of Realtors shines year after year because of the incredible volunteers and leadership that give of themselves and their time to face the challenges and tasks necessary to carry this great association forward and service buyers and sellers in the real estate industry,” said Rydell-González. Texas Speaker of the House Tom Craddick on Wednesday, April 30, told area residents in McAllen that he has been a champion for Texas community colleges since his 1969 election as a state representative from Midland. It was his work with Midland College, he says, that led him to realize the important role of community colleges. “Being here today makes time served in the legislature worthwhile,” Craddick told a crowd during his late morning visit to the South Texas College Pecan Campus in McAllen. The college honored Craddick at a reception and thanked him for his many contributions to STC and other Texas community colleges. Howard Pebley, featured left, on Wednesday, April 30, in Pharr received a special award from Speaker of the House Tom Craddick, center, honoring Pebley, President of McAllen Construction, for his many years of dedicated service to the Republican Party and the community. Craddick, a Republican from Midland, was the keynote speaker for the Lincoln Day Dinner, which raises funds for the Hidalgo County Republican Party. Hollis Rutledge, featured right, who is chairman of the Hidalgo County Republican Party, told more than 100 supporters at the event of Pebley’s considerable professional and community achievements, ranging from serving as chairman of the McAllen Economic Development Corporation, being appointed by then Gov. George W. Bush to the One Call Board of Texas, to holding the leadership role of President of the Associated General Contractors of Texas (Highway, Heavy Utility, and Industrial Branch).

Five student leaders at The University of Texas-Pan American were honored during the Salute the Leaders Award Luncheon held April 17 as part of the annual National Student Leadership Week April 14 – 19. Now in its fourth year, the program hosted by the UTPA Student Leadership Academy and Program, honors outstanding university students for campus and community involvement. Students are nominated based on academic achievement, demonstrated leadership, and/or service to the community. Forty-four students were nominated. Mayor Joe Ochoa, shown here on Thursday, February 7, delivering the State-of-the-City address, says Edinburg in 2007 continued with positive economic growth and a high quality-of-life, and the future remains bright. “When unfortunately other parts of the country are struggling, Edinburg is blessed,” Ochoa told the audience at the Public Affairs Luncheon, which was hosted by the Edinburg Chamber of Commerce. “Construction activity, economic development, sales tax revenues, population, and labor force are all on the rise.” See story later in this posting.
