Rep. Aaron Peña, D-Edinburg, featured second from left, on Wednesday, March 4, presented legislation that would create a medical school in the Rio Grande Valley. His measure, along with similar, but separate plans by Rep. Armando "Mando" Martínez, D-Weslaco, and Rep. Eddie Lucio, III, D-San Benito, were considered by the House Committee on Higher Education. More than 200 educators from across the Rio Grande Valley, Texas and the nation gathered in early March to discuss methods to accelerate students through the education pipeline and into the workforce. Hosted by South Texas College, 2009 marks the fourth year for the event. During the day-long summit, attendees looked at student access and success through a variety of lenses, including issues related to the Latino student population, issues faced by migrant and impoverished students, and how technology and the global marketplace have changed the education pipeline. An intriguing list of presenters, events and activities will delight the community – young and old – at the third annual Festival of International Books and Arts (FESTIBA) scheduled for March 22-28 at The University of Texas-Pan American. FESTIBA is a weeklong celebration of the arts and humanities and promotes literacy and cultural awareness by providing students and the Rio Grande Valley community interactive, hands-on opportunities to experience books, theatre, storytelling, music, art, dance, and performance competitions. Hidalgo County Judge J.D. Salinas, III (with Sen. Juan "Chuy" Hinojosa, D-McAllen, featured left) will present the 2009 State of the County Address on Tuesday, February 24, from 6 p.m. to 8:30 p.m. at the Knapp Medical Center Conference Center, located at 1401 E. 8th Street, one block west of the hospital. "This event is for us to come together to publicly evaluate where we’ve been as a community and where we are going," said Salinas. “No Boundaries” is the theme of this event, and Salinas will focus on efforts working together to improve the quality of life for all residents. Dinner will be served, and the event also includes a live auction to benefit the Hidalgo County Scholarship Program. This program was unveiled at last year’s State the County Address, and since, Hidalgo County has awarded four scholarships for up to six hours of tuition and fees to four employees and their dependents. The event is free and open to the public. However, seating is limited, so organizers are asking residents to arrive early to allow ample time for auction registration. For those who cannot attend, this event will be webcasted live on http://www.krgv.com and broadcast on digital channel 5.4.

State Farm Insurance Company on Thursday, January 29, awarded $50,000 to The University of Texas-Pan American toward a project to promote service learning and safety awareness among South Texas educators and students. The twofold initiative, titled Project SELS (Service Learning and Safety), will incorporate workshops and other communication tools to engage more faculty, teachers and students in service learning activities related to their studied disciplines as well as opportunities for State Farm agents to promote safety awareness practices to create safer neighborhoods in South Texas. Area lawmakers, company officials, and university leaders were joined by Congressman Rubén Hinojosa, D-Mercedes, and Sen. Community leaders from the City of Edinburg, including the majority of the Edinburg City Council, will be in Austin on Tuesday, February 10 to observe Edinburg Day at the Capitol, according to Rep. Aaron Peña, D-Edinburg, featured center. The group will participate in legislative meetings with state leaders, visit with key lawmakers, and receive a special recognition in the House and Senate chambers. "Edinburg has much to be proud of and I am honored to once again host my hometown at our state Capitol," said Peña. "I want to thank those city leaders who will travel to Austin to help make this day a great success. It is important that other legislators hear about the great things happening in our community." Rep. Rubén Hinojosa, D-Mercedes, featured during a reception in October at Edinburg City Hall, on Wednesday, February 4, voted to approve the final version of legislation that will provide health care to 11 million children in modest-income families. The bill was immediately sent to President Obama, who signed the legislation into law late that Wednesday afternoon. The State Children’s Health Insurance Program (SCHIP) Reauthorization Act becomes the second bill that President Obama has signed into law since he became President. "We have a duty as a nation to protect those who cannot protect themselves. This SCHIP legislation does just that by providing health care to millions of children whose families otherwise would not be able to afford private insurance,” Hinojosa said. “It is simply unacceptable that America continues to be the world’s only developed nation that does not provide health care coverage to all children.” See story later in this posting.

Sen. Judith Zaffirini, D-Laredo, featured here with Dr. Francisco Cigarroa, M.D., the new chancellor of the University of Texas System, was recently appointed chair of the Senate Higher Education Committee, which will have jurisdiction over many major issues facing public universities, medical schools, law schools, and community colleges in Texas. That and other Senate committee appointments were made on Friday, January 30, by Lt. Gov. David Dewhurst. He reappointed her to the Senate Finance, Health and Human Services, and Administration committees and to the upgraded Economic Development Committee. "Because higher education issues are so important and timely, Lt. Gov. Dewhurst empowered us to address them more swiftly, efficiently, effectively and fairly," said Zaffirini. Her higher education committee will process legislation addressing pressing issues facing colleges and universities, including tuition deregulation, the top ten rule and the need for additional tier one universities. On Monday, November 10 – the first day of pre-filing for the 81st Legislative Session – Sen. Juan "Chuy" Hinojosa, D-McAllen, filed Senate Bill 105, a tuition moratorium bill. Hinojosa’s proposal would establish a two-year moratorium on tuition rate hikes and limit future increases to key economic indices. Hinojosa believes the current tuition rate-setting scheme fails Texas’ college hopefuls. "There is something fundamentally wrong with the current system. We tell high school students that hard work earns them passage to a public university in Texas," he said. "Once these graduates meet that standard, they are priced out of the very opportunity that motivated them in the first place. With the Texas Legislature set to convene in January for its five-month regular session, the McAllen Hispanic Chamber of Commerce has scheduled a legislative dinner for Tuesday, November 11, from 6:30 p.m. to 8:30 p.m. at the Club at Cimarron in Mission. Area state lawmakers will get to discuss issues that remained unresolved from the 2007 regular session, as well as address new legislation that they will be presenting. Attendees will get to ask questions and/or inform them of their concerns as well. Individual tickets for the event are available for purchase at $25 each. Two Edinburg physicians – Dr. Ben Garza, a family practice doctor and Dr. Carlos Manrique, an ophthalmologist – are the winners to 2008 Medical Awards bestowed by the McAllen Hispanic Chamber of Commerce. Where the Ox Does Not Plow, an autobiographical ethnography, consists of twenty-six life episodes that chronicle Manuel Peña’s transformative journey from an impoverished migrant worker to a career in academia. An ethnograpy is the branch of anthropology that deals with the scientific description of specific human cultures. Inspired by his experiences and those of the people around him in Texas and California, Peña, a Weslaco native, reflects on a wide range of issues arising from the historically marginalized condition of Mexicans and other Latinos in the United States. The narrative will engage readers with a broad range of human experiences, from race relations and economic exploitation to the intimacy of familial and romantic love. Members of the city’s Centennial Committee, who helped organize a series of celebrations commemorating Edinburg’s 100th anniversary, were publicly recognized on Friday, October 10, by city and state officials. The group participated in a reenactment ribbon cutting with Rio Grande Switching at the Edinburg Depot, where passenger railroad services once played a vital role in the fledgling community’s transportation system. South Texas College’s Valley Scholars Program, a scholarship program supporting academically gifted students, celebrated STC’s 15th anniversary in stellar style with its annual A Night with the Stars fundraiser on Tuesday, October 7, at the Cimarron Country Club in Mission. The special event honored Sen. Eddie Lucio Jr., D-Brownsville (featured left), and former Rep. Roberto Gutiérrez, D-McAllen, for their support of STC from its creation by the Texas Legislature in 1993. Lucio was the author of the legislation that converted the former Texas State Technical College branch campus in McAllen into South Texas Community College. Gutiérrez was the sponsor of the measure. John Taméz, featured left, on Tuesday, October 7, updated the leadership of the UT-Pan American Alumni Association of plans by his group, the UT-Pan American Student Alumni Association, to organize a Rock Out Cancer Marathon at the Edinburg campus on Saturday, October 25. “The intention of hosting this event is to start new traditions that will continue to spread cancer awareness across UTPA and the community for many years to follow,” he said. “The SAA will take an initiative to increase awareness for one of society’s most common and life affecting diseases – cancer. This event is very dear to my heart because I am currently battling cancer and I know that there are many others in this struggle. This marathon will definitely help everyone.” His presentation came before more than two dozen UT-Pan American alumni leaders meeting at the Wells Fargo Bank in Edinburg.
